The world, from theAtlantic to the Euphrates, was exhausted, and the old Roman constitu-tion had received its final blow. The one universal wish was for thepermanence of peace. Octavian did not shrink from the task before him. During theforty-four years allotted him, he exercised his power wisely and on thewhole benevolently. If he did not possess the genius of his adoptivefather, he must, nevertheless, be counted among the great rulers; andhe did succeed in drawing the lines witliin which the Roman worldwas confined for three centuries.
