must ever keep before us. The ideal constitutional structure for the Empire is illustrated in the diagram on p. 71. The steps necessary to complete the fabric are shown in italics. Whether it is possible to devise a satisfactory method of dealing with the business of the United Kingdom and the Empire in the same legislature, or whether the business of the United Kingdom should be carried on in a Parliament corresponding to the Commonwealth Parliament of Australia and the Dominion Parliament of Canada, and Imperial business in a Parliament distinct from any existing body, is a question which for the present may remain an open one. In the immediate future the Canadian, the Australian, the South African, and the Briton has each his own work to do in creating or strengthening the four great federations on which Imperial Federation will some day be built.
