SEC. 202. Section 8119 of the Department of Defense Appro- priations Act, 1989 (Public Law 100-463; 102 Stat. 2270-39/40) is repealed. SEC. 203. Section 8080 of the Department of Defense Appropria- tions Act, 1989 (Public Law 100-463) is amended by inserting the following provision at the end of the paragraph, after skills": ": Provided further, That these limitations shall not apply to members who enlist in the armed services on or after July 1, 1989, under a fifteen-month program established by the Secretary of Defense to test the cost-effective use of special recruiting incentives involving not more than nineteen nonoombat arms skills approved in advance by the Secretary of Defense". SBC. 204. Section 8031 of the Department of Defense Appro- priations Act, 1989 (Public Law 100-463; 102 Stat. 2270-22/23) is amended by inserting "High mdbility multipurpose wheeled ve- hicle;" after "M-1 tank Chassis;". SBC 205. The appropriation "Operation and Maintenance, Army" contained in the Department of Defense Appropriations Act, 1989 (Public Law 100-463; 102 Stat 2270-2/3) is amended by adding the following after "(Championships": ": Provided further. That, of the funds appropriated in this paragraph, $50,000,()00 shall be available only for procurement for the Extended Cold Weather Clothing System CEX^WCS) unless $50,000,000 of ECWCS is procured by the Axmy Stock Fund during fts(^ year 1989". SBC. 206. The Secretary of Defense may, in conjunction with the Office of Personnel Management, conduct a test prc^ram to adjust pay rates to reflect local prevailing rates of pay for civilian em- ployees in the following health care occupations: nurse, physician assistant, medical records librarian, medical laboratory tecluiician, and radiology technician. SBC. 207. Section 8037 of the Department of Defense Appropria- tions Act, 1989 (Public Law 100-463; 102 Stat. 2270-23), is amended by striking out "39 individuals" and inserting in lieu thereof "42 individuals". ' SBC. 208. Within funds available to the Department of Defense, the Secretary of Defense shall transfer or otherwise make available funds as necessary to accommodate repair of real property, aircraft, and other Department of Defense assets damaged during the storm at Fort Hood, Texas, on May 13, 1989: Provided, That funds made available pursuant to this section shall be in accordance with estab- lished authorities and procedures. 102 Stat. 2270-30.
