FEDERAL WATER POLLUTION CONTROL ACT. 33 USC 1321 (a) APPLICATION.—Subsections (f), (g), (h), and (i) of section 311 of "° the Federal Water Pollution Control Act (33 U.S.C. 1321) shall not apply with respect to any incident for which liability is established under section 1002 of this Act. (b) CONFORMING AMENDMENTS.— Section 311 of the Federal Water Pollution Control Act (33 U.S.C. 1321) is amended as follows: (1) Subsection (i) is amended by striking "(1)" after "(i)" and by striking paragraphs (2) and (3). (2) Subsection (k) is repealed. Any amounts remaining in the revolving fund established under that subsection shall be deposited in the Fund. The Fund shall assume all liability incurred by the revolving fund established under that subsection. (3) Subsection (1) is amended by striking the second sentence. (4) Subsection (p) is repealed. (5) The following is added at the end thereof: "(s) The Oil Spill Liability Trust Fund established under section 9509 of the Internal Revenue Code of 1986 (26 U.S.C. 9509) shall be available to carry out subsections (b), (c), (d), (j), and (1) as those subsections apply to discharges, and substantial threats of discharges, of oil. Any amounts received by the United States under this section shall be deposited in the Oil Spill Liability Trust Fund.". SEC. 2003. DEEPWATER PORT ACT. (a) CONFORMING AMENDMENTS.—The Deepwater Port Act of 1974 (33 U.S.C. 1502 et seq.) is amended— (1) in section 4(c)(1) by striking "section 18(1) of this Act;" and 33 USC 1503. inserting "section 1016 of the Oil Pollution Act of 1990"; and (2) by striking section 18. 33 USC 1517. (b) AMOUNTS REMAINING IN DEEPWATER PORT FUND.— Any 26 USC 9509 amounts remaining in the Deepwater Port Liability Fund estab- note. lished under section 18(f) of the Deepwater Port Act of 1974 (33 U.S.C. 1517(f)) shall be deposited in the Oil Spill Liability Trust Fund established under section 9509 of the Internal Revenue Code of 1986 (26 U.S.C. 9509). The Oil Spill Liability Trust Fund shall assume all liability incurred by the Deepwater Port Liability Fund. SEC. 2004. OUTER CONTINENTAL SHELF LANDS ACT AMENDMENTS OF 1978. Title III of the Outer Continental Shelf Lands Act Amendments of 1978 (43 U.S.C. 1811-1824) is repealed. Any amounts remaining in the Offshore Oil Pollution Compensation Fund established under section 302 of that title (43 U.S.C. 1812) shall be deposited in the Oil Spill Liability Trust Fund established under section 9509 of the Internal Revenue Code of 1986 (26 U.S.C. 9509). The Oil Spill Liability Trust Fund shall assume all liability incurred by the Offshore Oil Pollution Compensation Fund. TITLE III—INTERNATIONAL OIL POLLUTION PREVENTION AND REMOVAL Repeal. 26 USC 9509 note. SEC. 3001. SENSE OF CONGRESS REGARDING PARTICIPATION IN INTER- NATIONAL REGIME.
