"(3) PREFERENCE. —In awarding grants under this section, the Secretary shall give preference to entities that— "(A) are located in health professional shortage areas or medically underserved communities, or serve medically underserved populations; or "(B) propose to develop projects with a focus on primary care, and wellness and prevention strategies. Deadline. "(i) REPORT. —Not later than September 30, 2005, the Secretary shall prepare and submit to the appropriate committees of Congress a report on the progress and accomplishments of the grant programs described in subsections (e), (f), and (g). "(j) AUTHORIZATION OF APPROPRIATIONS.—There are authorized to be appropriated lo carry out this section $40,000,000 for fiscal year 2002, and such sums as may be necessary for each of fiscal years 2003 through 2006.". Teieheaith Grant Subtltlc B—Telchealth Grant Consolidation Act ^-^ -i•••j• of 2002 Consolidation 42 USC 201 note. SEC. 211. SHORT TITLE. This subtitle may be cited as the "Teieheaith Grant Consolidation Act of 2002". SEC. 212. CONSOLroATION AND REAUTHORIZATION OF PROVISIONS. Subpart I of part D of title III of the Public Health Service Act (42 U.S.C. 254b et seq) is amended by adding at the end the following: 42 USC 254C-14. "SEC. 3301. TELEHEALTH NETWORK AND TELEHEALTH RESOURCE CENTERS GRANT PROGRAMS. "(a) DEFINITIONS. —In this section: "(1) DIRECTOR; OFFICE. — The terms 'Director' and 'OfiTice' mean the Director and Office specified in subsection (c). " (2) FEDERALLY QUALIFIED HEALTH CENTER AND RURAL HEALTH CLINIC—The term 'Federally qualified health center' and 'rural health clinic' have the mieanings given the terms in section 1861(aa) of the Social Security Act (42 U.S.C. 1395x(aa)). "(3) FRONTIER COMMUNITY.—The term 'frontier community* shall have the meaning given the term in regulations issued under subsection (r). "(4) MEDICALLY UNDERSERVED AREA.— The term 'medically underserved area' has the meaning given the term 'medically underserved community' in section 799B. "(5) MEDICALLY UNDERSERVED POPULATION.—The term 'medically underserved population' has the meaning given the term in section 330(b)(3). "(6) TELEHEALTH SERVICES.— The term 'teieheaith services' means services provided through teieheaith technologies. "(7) TELEHEALTH TECHNOLOGIES. —The term 'teieheaith technologies' means technologies relating to the use of electronic information, and telecommunications technologies, to support
