For expenses necessary to provide for United States participation in the New York World's Fair, as authorized by the provisions of the Act of September 21, 1961 (75 Stat. 527), including compensation of a United States Commissioner, who shall be appointed by the President, at the rate of $19,500 per annum, and services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), but at rates for individuals not to exceed $75 per diem, $17,000,000, to remain available until expended. Operation and Maintenance, General For an additional amount for "Operation and maintenance, general", $3,900,000, to remain available until expended. UNITED STATES SOLDIERS' H O M E LIMITATION ON OPERATION AND MAINTENANCE AND CAPITAL OUTLAY

I n addition to the amount otherwise available for maintenance and operation of the Soldiers' Home, $103,000 shall be available from the Soldiers' Home permanent fund for such purposes during the current fiscal year. DISTRICT OF COLUMBIA DISTRICT OF COLUMBIA FUNDS OPERATING EXPENSES

General Operating Expenses For an additional amount for "General operating expenses", $60,000. Public Safety For an additional amount for "Public safety", $310,000. EXPENSES

The sums appropriated in this Act for the District of Columbia shall, unless otherwise specifically provided for, be paid out of the general fund of the District of Columbia, as defined in the District of Columbia Appropriations Act for the fiscal year involved.
