Each such employee or former employee who has at any time made any repayment to the United States on account of any such overpayments made to him (or, in the event of his death, the person who would be entitled thereto under the first section of the Act of August 3, 1950 (5 XJ.S.C. 61f)), shall be entitled to have an amount equal to all such repayments made by him refunded if application is made to the project manager, Columbia Basin project, within two years after the date of enactment of this Act. ^^^ ^^^ purposes of the Civil Service Retirement Act and the Federal Employees' Group Life Insurance Act of 1954, each overpayi^T^ent for which liability is relieved by subsection (a) of this section shall be deemed to have been.a valid payment. SEC. 2. I n the audit and settlement of the accounts of any certifying or disbursing officer of the United States full credit shall be given for any amounts for which liability is relieved by the first section of this Act. Be it enacted by the Senate and House of Representatives of the !!.°„"" ^""^^"^ J" United States of America in Congress assembled, That the Honorable Keogh. Eugene J. Keo^h, of New York, a Member of the House of Representatives, is authorized to accept the award of the Order of Isabella the Catholic tendered by the Government of Spain, together with any decorations and documents evidencing this award, and the consent of Congress is hereby expressly granted for this purpose as required 1 Stat. 14. under section 9 of article I of the Constitution. The Secretary of State title i! ^'^^ is authorized to deliver to the Honorable Eugene J. Keogh the decora tions and documents evidencing: such award. Approved July 4, 1966.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That H a r r y C. En^le, of Springfield, Ohio, is relieved of all liability to refund to the United States the sum of $623.56, representing an overpayment of salary for the period December 30, 1962, through June 13, 1964, due to an administrative error by the United States Air Force. I n the audit and settlement of the accounts of any certifying or disbursing officer of the United States, full credit shall be given for the amount for which liability is relieved by this Act. SEC. 2. The Secretary of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to the said Harry C. Engle, the sum of any amounts received or withheld from him on account of the payment referred to in the first section of this Act. No part of the amount appropriated in this Act shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall
