SEC. 1302. (a) Expenditures and net lending during the fiscal year ending June 30, 1969, by the Commodity Credit Corporation (not more than $907,000,000) for farm price supports (not including amounts for special activities) in excess of the amounts estimated therefor on page 239 of the Budget for 1969 ( H. Doc. 225, Part 1), land new obligational and loan authority heretofore or hereafter enacted for sudi fiscal year for such purposes in excess of the amounts estimated therefor on page 239 of the Budget for 1969, shall not be counted against the aggregate limitations on expenditures and net lending and new obligational authority and loan authority prescribed by Sections 202(a) and 203(a) of Title II of the Revenue and Expenditure Control Act of 1968. (b) Expenditures and net lending during the fiscal year ending June 30, 1969, by the Department of Health, Education, and Welfare (not more than $560,000,000) for grants to States for public assistance as authorized by the Social Security Act, as amended, in excess of the amounts estimated therefor on page 15 of the Budget for 1969 ( H. Doc. 225, Part 1), and new obligational and loan authority heretofore or hereafter enacted for such fiscal year for such purposes in excess of the amounts estimated therefor on pages 306 and 307 of the Budget for 1969, shall not be counted against the aggregate limitations on expenditures and net lending and new obligational authority and loan authority prescribed by Sections 202(a) and 203(a) of Title II of the Revenue and Expenditure Control Act of 1968.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 281 of inimigration and the Immigration and Nationality Act (66 Stat. 230; 8 U.S.C. 1351) as aml'ndmenf. ' amended, is amended to read as follows: 79 Stat. 919.
