For necessary expenses for the promotion of foreign commerce, including trade centers and trade and industrial exhibits, abroad, without regard to the provisions of law set forth in 41 U.S.C. 5 and 13; 44 U.S.C. 501,3702, and 3703; purchase of commercial and trade reports; employment of aliens by contract for services abroad; rental of space abroad, for periods not exceeding five years, and expenses of alteration, repair, or improvement; advance of funds under contracts abroad; payment of tort claims, in the manner authorized in the first paragraph of section 2672 of title 28 of the United States Code, when such claims arise in foreign countries; and not to exceed $3,000 for official representation expenses abroad; $21,500,000, of which $11,100,000 shall remain available for international trade promotions until June 30, 1972: Provided, That the provisions of the first sentence of section 105(f) and all of 108(c) of the Mutual Educational and Cultural Exchange Act of 1961 (Public Law 87-256) shall apply in carrying out the activities concerned with international trade promotions. For expenses necessary for carrying out export regulation and control activities, as authorized by the Export Administration Act of 1969 including awards of compensation to informers under said Act and as authorized by the Act of August 13, 1953 (22 U.S.C. 401), $5,900,000, of which not to exceed $1,880,000 may be advanced to the Bureau of Customs, Treasury Department, for enforcement of the export control program.
