Direct loans and advances under subtitle B and advances under section 335(a) for which funds are not otherwise available, of the Consolidated Farmers Home Administration Act of 1961 (7 U.S.C. 1921), as amended, may be made from funds available in the Farmers Home Administration direct loan account for operating loans in the amount of $350,000,000, to remain available until expended, pursuant to section 338(c) of the above Act, and, for advances under section 335(a), in such amounts as are found necessary thereunder. For direct loans and related advances pursuant to section 517(m) of the Housing Act of 1949, as amended, $10,000,000 shall be available from funds in the rural housing insurance fund, and for insured loans as authorized by title V of the Housing Act of 1945, as amended, $1,605,000,000. Hereafter, farmer applicants for direct or insured rural housing loans shall be required to provide only such collateral security as is required of owners oi nonf arm tracts. For an additional amount to reimburse the rural housing insurance fund for losses sustained in prior years, but not previously reimbursed, in carrying out the provisions of title V of the Housing Act of 1949, as amended (42 V.S.C. 1483, 1487e, and 1490a(c)), including $6,860,000 as authorized by section 521(c) of the Act, $23,663,000. For loans to be insured, or made to be sold and insured, under this Fund in accordance with and subject to the provisions of 7 U.S.C. 1928-1929, as follows: real estate loans, $372,000,000 including not less than $350,000,000 for farmownership loans; and water and waste disposal loans, $300,000,000.
