by Joint Committee Appointed to Prepare a System of Rules in Cases of Conference

The Committee appointed to confer with a Committee of the House of Representatives Senate, to consider and report whether any and what farther regulations are necessary for conducting the business between the two Houses, Report.

That in the opinion of the Committee it will be proper to establish the following additional rules of proceeding between the two Houses; to wit,

1st. when a Bill or Resolution is sent from one House to the other, the rejection of such amendmentBill or Resolution shall not take place, until a Conference shall have been requested with the House in which such Bill or Resolution originated, and if after such a Conference it shall be rejected, notice thereof shall be given to the other House.

2^nd. When a Bill or Resolution which has been passed in one House shall be rejected in the other it shall not be brought in, during the same session without a notice of ten days and leave of two thirds of that House in which it shall be renewed.

3^rd. Each House shall transmit to the other all papers on which any Bill or Resolution shall be founded.

4^th. After each House shall have adhered to their disagreement, a Bill or Resolution shall be lost.

He farther reported verbally as the opinion of the Joint Committee, that Messages coming from the Senate and House reciprocally and from the President of the United States, should be immediately announced and admitted, altho at the time a Member be up and speaking to a question.
