Mission: Operations officer for Service Force Subordinate Command vessels; berthing of U.S.N. vessels; obtaining pilot, tug, crane, and launch services when required; U.S. merchant ship boarding officer arranges for services for the U.S. Navy armed guard such as pay, supplies, medical and dental attention, electrical and gunnery repairs, etc; act as liaison between armed guard and shore based activities; act as liaison between U.S. Navy and Australian Military units, civilian port authorities, U.S. War Shipping Administration, etc. Buildings: Prefabricated structures: none. Equipment and Assigned Craft: One YP Boat. Capacity: 37 U.S. merchant vessels, having a gross tonnage of approximately 295,000 tons, entered this port during the month of July, 1944. Boat Pool |
Mission: The mission of this component is to provide small boat transportation for officers and enlisted personnel of the U.S. Navy and Coast Guard to U.S. war and merchant ships in the Fremantle Harbor. Buildings: No prefabricated structures are used for administration or operation of this component. One pontoon bridge section, 2 x 12, is used for mooring small boats. Small boats assigned to this unit are: one 26 foot motor boat; one 35 foot motor boat; one 40 foot launch which will be in commission about the middle of September, 1944. This component will provide adequate transportation services on any schedule. Trips are made as required by Naval and Coast Guard Officers. Use of the facilities of this component varies according to ship movements in the Fremantle Harbor. Personnel: 1 Warrant Officer, 1 CBM and 9 enlisted men. |

This major supply facility was developed and is maintained for the purpose of supplying the U.S. Naval Forces afloat and ashore in the Western Australian area. All types of stores, and ship's store stock are provided. Lend-Lease accounting, purchasing, contracting and general procurement for all ships and activities, housing and billeting of Naval Personnel not quartered in Naval Barracks, and employees of the Navy in this area are all handled by this depot. for this area. Approximately 100 tons of stores are now being unpacked, identified and binned. The activities to whom supplies are furnished are as follows: (a) Service Force, Subordinate Command, Seventh Fleet, and subsidiary departments, including all small craft, ARD-10, and Navy Base EIGHT-ONE. (b) Task Force, Seventy-One, including Head-quarters Units, Fleet Air Wing TEN, and tenders, AS 18 (ORION) with attached submarines, AS 13 (GRIFFIN) with attached submarines, Submarine Repair Unit, Navy 137, with attached submarines, and all miscellaneous small craft and auxiliaries. (c) Armed Guard Units (transient); (d) War Shipping Administration vessels (as required). (e) Transient U.S. Naval vessels; (f) Allied Military Services (British, Australian and Netherlands) as required.
The administrative offices of the Naval Supply Depot occupy 8,354 sq. ft. of space on the first floor of Dalgety's Building, a brick structure. The total area of open storage space now in use comprises 3.3/4 acres. Structures used for ordinary general storage of Depot stocks consist of 16 warehouses, aggregating 343,292 sq. ft. The detail of each building is at the end of the report on this Activity. The total of refrigerated space now in use consists of 35,130 cu. ft., on a rental basis from local commercial firms. This can be increased or decreased, as required by amount of stocks carried. The present storage space now in use by this Depot is overextended, due to inability to secure additional space through Commonwealth authorities and to the prohibition on new construction. Present stocks of GSK are sufficient to supply the forces now being served, with a 25% reserve. Stocks of provisions, clothing and small stores, and ship's store stocks are little more than adequate. Personnel now on duty at this Depot are as follows: 21 officers, 139 enlisted men and 102 civilians. REMARKS: During the months of May, June and July 1944, this Depot handled outgoing shipments aggregating 6,887,510 pounds, and approximately 22,200,000 pounds of incoming freight. Use - Storage and issue of classes, 6, 10, 11, 12, 22, 23, 26, 27, 39, 44, 46, 47, 48, 50, 58, 59, 60, 75, 76. Area Sq. Ft. - Total 25,000 sq. ft. Type of Construction - Timber and iron. Personnel: 14 enlisted men and 18 civilians. REMARKS: This warehouse is very well stocked with the above classes of supplies needed by activities in this area. Its operations, however, are limited due to the shortage of storage space. With present stocks, the warehouse should be double its present size in order to operate to capacity. Lack of personnel is also a hampering influence. Designation - Wool Shed No. 7 Leased or Constructed - Leased. Location - Shuffrey Street, Fremantle. Use - Ordnance Spares and Landing Force gear. Area Sq. Ft. - Total 23,000 sq. ft. Type of construction - Timber and iron. Personnel - 5 enlisted men. REMARKS: This warehouse contains all Ordnance supply material and landing force gear. In addition a total of 5,104 sq. ft. is allocated to the Ordnance Department for space used as a repair shop, which is a separate function and not under the jurisdiction of Naval Supply Depot.

Details covering "Fueling Facilities" on page 11 are as follows: 1. FREMANTLE - NAVAL INSTALLATIONS
Storage Capacity: (all Furnace Oil): (a) 4 - 12000 ton tanks at East Fremantle; (b) 2 - 6000 ton tanks at South Fremantle; (c) 5 - 5000 ton tanks at South Fremantle. Total storage capacity - 85,000 tons. Method of Fueling: Alongside. These tanks are connected to Anglo Iranian pipe lines. One 12" line (furnace oil), one 8" (diesel oil), one 8" (solar oil). The 8" lines are also used for furnace oil if necessary. (Not desirable). Rate of Fueling: Furnace Oil, 420 - 450 tons per hour. Length of Wharf and Depth of Water: Victoria Quay, to which pipe lines are connected is 5,249 foot long with 36 foot depth alongside at M.L.W.M. The pipe lines are laid the whole length of the quay with two feed points at each of the eight cargo sheds. Investigation is now being carried out as to possibility of making furnace oil fuel available at two or three berths on the North Wharf. General: Normally, approximately 180 tons from each 12000 ton tank and approximately 100 tons from the 5000 and 6000 ton tanks would not be available for bunkering, but in an extreme emergency it could be obtained by using the sludge line and by suction hose through the manhole in the tank.
Anglo Iranian and Shell Oil Companies. (Anglo Iranian Management.) Length of Wharf and Depth of Water: Victoria Quay, to which pipe lines are connected, is 5,249 foot long with 36 foot depth alongside at M.L.W.M. The pipe lines are laid the whole length of the quay, with 2 feed points at each of the 8 cargo sheds. Solar diesel oil can only be delivered at the following points: D Shed, E Shed, E and F Shed Ramp and F Shed. General: Shell Company and Anglo Iranian Company each own approximately half the furnace and diesel oil. Normally, 600 tons of furnace oil would be available for bunkering but in an emergency this could be drawn off by the sludge line. 3. SHIP AND BOAT REPAIR Surface Ship Repair Activity |
Attached to Commander Task Force, Seventy One, is a surface ship repair activity. The mission of this activity is the repair and upkeep of surface vessels. Buildings: No prefabricated structures are used for administration or operation of this activity. This activity is equipped with the following: 1 Portable boiler, 25 H.P. to supply steam to ships under repair when the ship's own boilers are secured; 1 Diesel generator, 115 volt, 65 KW, for ship's lighting; 1 Diesel air compressor, 350 cu. ft. per minute capacity. The facilities of local ship repair organisation are available for U.S. Navy use. By use of the Western Australian Government Shop and employees and civilian contractors, all work on ships up to 3,000 tons can be handled ― steam turbine, reciprocator engine and diesel. The mission of this unit is the installation, repair and upkeep of all radio, radar, and sonar equipment on surface vessels, including merchantmen. Repair and upkeep of gyrocompasses on all surface vessels, including merchantmen. This unit uses no prefabricated structures for administration or operation. The shop used is a permanently constructed building containing approximately 800 sq. ft. of floor space. This unit has sufficient equipment for testing and calibrating equipment of surface vessels, including merchantmen. The major equipment consists of the following: 115-240 V.DC. motor generator for supplying necessary power to accomplish all tests and repairs, battery charging and shop power; 115V., 60 cycle motor-generator for supplying power to test equipment; 1 - 24" bed lathe; 1 Power grinder; 1 Powered drill press; 1 Circular saw. This unit has handled repairs of all shipping requiring such repairs calling at this port. Personnel: 1 officer and 10 enlisted men. |

Mission: The Submarine Repair Unit, Navy 137, is a shore based activity which has an integral part in operating submarines in Task Group 71.3. Its mission is to provide the same facilities for repair and refitting of submarines as are provided by submarine tender, including submarine spare parts. In addition the Submarine Repair Unit has the mission of providing for the recreation and welfare of submarine officers and men in recuperation status. The further mission of this Unit is to operate and provide a motor vehicle pool, serving its own facilities and other vessels of the Task Group. Twenty-six hospital beds are available in the main ward; two in the isolation ward. There is a completely equipped operating room with facilities for all major surgery. The pharmacy and laboratory, and dark room are well equipped. An ENT room is in the process of being set up. The dental office is equipped with two dental units and a dental X-ray. Two storerooms, one large head and one small, with shower facilities, a dressing room and a clerical office complete the divisions of the sick bay. The dispensary is staffed by 2 medical officers, 2 dental officers, and 13 pharmacist's mates. The medical officer in charge is qualified in surgery. The pharmacist's mates include personnel well trained in surgical procedure, laboratory procedures, pharmacy, dental technicians, X-ray technician and clerical forms and procedures. A third medical officer, specialised in eye, ear, nose, and throat, has been assigned to this base. No medical storehouses. |

Mission: This airfield is primarily an airfield for civilian use, although at the present time it is used as an operational field by the R.A.A.F. Australian National Airways and the U.S. Navy. "Utility Training Unit, Aircraft, SEVENTH FLLET" is attached to Commander Task Force SEVENTY ONE for operations. Buildings: One Quonset hut containing 576 sq. ft. of floor area is used for administration. One Quonset hut containing 576 sq. ft. of floor space is used for a duty bunk room. There is no hangar space occupied by the U.S. Navy at this field. Shops for minor repairs to equipment are housed in sheds totalling 1107 sq. ft. of floor space. The U.S. Navy at this field is equipped to do minor checks, limited repairs to aircraft and radios and is equipped with the following ordnance material: practice bombs, parachute flares, .30 and .50 cal machine guns, .45 cal. pistols, float lights and grenades.

Major repairs to airplane engines are made at Kalgoorlie and Melbourne. Fueling is done by means of a U.S. Navy gas truck (600 gal. cap), the fuel being secured from the R.A.A.F. fuel tanks consisting of 4 - 6000 gal. tanks and 1 - 1200 gal. tank which are available at the field for fueling purposes. The U.S. Navy also has a bomb truck and trailer for re-arming.
The Utility Training Unit, Aircraft, SEVENTH FLEET, has, at present, 5 SBD's and 1 R4D3. The U.S. Navy facilities are available for handling only the equipment of this unit. Permanently assigned enlisted personnel are quartered and messed at Crawley in Navy quarters and the officers are quartered and messed in the B.O.Q. There is sufficient room to accommodate a limited number of transients in these quarters. Normal operating personnel of the Utility Training Unit, Aircraft, SEVENTH FLEET, consists of 8 officers and 32 enlisted men. |

Mission: The mission of this Unit is to maintain and adjust aircraft torpedoes. There are no prefabricated structures. Equipment: The following are the major pieces of equipment: 1 7.5 cu. ft. gasoline engine air compressor mounted on a track laying trailer; 1 2 ton gasoline driven crane mounted on a track laying trailer; 4 T-9 tractors; 1 T-9 tractor crane; 8 - 2 ton track laying trailers; 1 workshop mounted on a track laying trailer; 1 10 ton track laying trailer; 1 mobile bunkhouse trailer; 1 Mark 1 and one Mark 2 Ford bomb trucks; 4 Mark 1 bomb trailers; 1 set of tools and spare parts for the preliminary and final adjustments of aircraft torpedoes. Capacity: The Field Torpedo Unit is designed to carry 16 torpedoes and maintain them in a fully ready condition. Personnel: 10 enlisted men. Field Torpedo Unit No. 3 is under complement in that there are no machinist's mates or aviation ordnancemen assigned to the Unit. Quarters: There is one bunkhouse trailer that accommodates 8 men.

CONSTRUCTION AND PUBLIC WORKS Base Maintenance |
Base maintenance is handled by the Public Works Department attached to Commander Service Force, Subordinate Command, SEVENTH FLEET. No CBMU as such are utilized at this base. Duties of the Public Works Officer are as follows: prepare and/or approve plans for all U.S. Navy construction, buildings, roads, graded areas and similar shore facilities. Exercise supervision and inspection over all such construction. Inspect, and supervise maintenance and repair over all roads, sewerage systems, utilities, waterfront structures, docking facilities, construction equipment, furniture and office equipment, towers, masts, and buildings under U.S. Navy cognizance in this area. Prepare, approve, undertake and inspect the camouflage of U.S. Naval shore facilities in conjunction with the defense camouflage committee of Western Australia. Maintenance of shop facilities ashore. Exercise supervision and cognizance over all transportation activities including maintenance, operation and repair of U.S.N. crawler and wagon cranes, trucks, automobiles, power driven mobile equipment. Personnel attached to the Public Works Department area as follows: 6 officers, 2 Warrant officers, 87 enlisted men and 23 civilians. Civiliam and Australian Government (State and Federal) facilities are available for reconstruction and base maintenance. |

Water Supply System |
Water supply for U.S. Naval activities in the Perth-Fremantle area is provided by the State operated water supply system. The system has a capacity of 35,000,000 gallons per day in this area. Two dams provide water storage for this area: The Canning Dam impounds 25,500,000 imperial gallons. The Mundaring Weir impounds 4,654,000,000 imperial gallons. The upkeep and operation of this water supply system is the responsibility of the State Government of Western Australia.

The recreation centers listed are available to all U.S. Naval personnel regardless of their assignment of duty. In addition to the recreation center listed, the Perth-Fremantle area provides other numerous recreational facilities and athletic facilities, such as private golf clubs, large public parks, ocean swimming, horseback riding, hunting on public land. Most of the facilities are free to U.S. Naval personnel except horseback riding. A rifle and pistol range is available by arrangements with the Australian Army.
