Upon the recommendation of the Postmaster General; with the concurrence of the Civil Service Commission, John N. Parsons may be reinstated as a letter carrier in the postal service with a view to his promotion to the position of post-office inspector, the one-year limitation of the reinstatement rule being waived because of his excellent record as carrier and his efficient service as postmaster at Yonkers, N. Y.
