The Civil Service Commission is hereby authorized to except from competitive examination, as contemplated by the civil-service act, section 2, clause Second, subject to the limitations prescribed by the statute and those now set forth in Rule II, certain positions arising, of unusual character, as to duties, and for which qualified persons are so rare that, in the judgment of the commission, they can not, in the interests of good civil-service administration, be filled through open competitive examination. In every instance of the exercise of this power the same procedure shall be followed as required in the Executive order of November 22, 1907.
