Executive Order 1396
Randolph Fortune, who served as assistant messenger and messenger in the War Department from September 4, 1890 to February 28, 1910, when he resigned to accept a position in the legislative service, may be reinstated to a messenger position in the War Department without regard to the length of his separation from that department.
