On the recommendation of the Secretary of Agriculture it is hereby ordered that all the lands of the United States hereinafter described be, and the same are hereby, withdrawn from settlement, location, sale, or entry and reserved for the use of the Department of Agriculture of the United States as a plant-introduction garden and for experiments in the feeding of cactus to cattle, subject to all the provisions, limitations, and conditions contained in the act of Congress entitled "An act to authorize the President of the United States to make withdrawals of public lands in certain cases," approved June 25, 1910 (36 Stat. L., p. 847):
