The position of special employee in the Internal-Revenue Service shall hereafter be regarded as classified under the civil-service act and rules. No such special employee now serving shall be regarded as classified hereunder or shall acquire any right of promotion or transfer under the rules unless he is specially commended therefor by the Commissioner of Internal Revenue, with the approval of the Secretary of the Treasury, because of efficient services rendered, and whose name is embraced in the list furnished to the Civil Service Commission by the Treasury Department of this date.


The Treasury Department may make appointments of special employees for a period not exceeding 30 days or not exceeding 45 days in any one quarter of any fiscal year without reference to the civil-service rules.


This order shall take effect October 1, 1912, and is issued with the concurrence of the Secretary of the Treasury and the Civil Service Commission.
