The following is the Civil Service Commission description of the order, not the actual order text.


On the 28th day of October, 1912, the President issued an Executive order authorizing the appointment of Mr. Guy Emerson as a special agent of the Treasury Department without compliance with the civil-service rules, for the reasons therein stated. Since that time conditions have arisen which make it advisable for the Secretary of the Treasury to have a broader discretion in the matter of Mr. Emerson's appointment in the interest of a better accomplishment of the purposes had in view in that order than the order gives him. The order is therefore hereby amended so as to authorize the Secretary of the Treasury to appoint Mr. Guy Emerson, without compliance with the civil-service rules, to any competitive classified position in the Treasury service which may be available for the purpose, and to transfer him as the interest of the service may require.
