Executive Order 348-A

The following is the description from the Department of War's General Order No. 184 of 1905, not the actual order text. The original was signed by Secretary of War William Howard Taft, not President Roosevelt.

The President of the United States, by order dated August 29, 1905, reserved for military purposes, under section 12 of the act of Congress, approved July 1, 1902, entitled "An act temporarily to provide for the administration of the affairs of civil government in the Philippine Islands, and for other purposes" (32 Stat. L., 691-695), certain parcels of the newly-reclaimed harbor land, situated in the city of Manila, Philippine Islands, bounded and described as follows, viz:

Parcel "D."—Beginning at the intersection of the bulkhead line of the outlet to the inner basin with the bulkhead line of the outer harbor; said point being the vertex of a triangle, the northerly end of whose base, 1,046.55 feet long, is Point "O," as shown on map hereinafter described, which point is marked by an iron pin in granite coping, west breakwater, near the center of the wall, 2 feet back of ¾-inch iron pipe, 15 feet high, in the prolongation of the bulkhead line at its intersection with the west breakwater; the southerly end of whose base is triangulation point "C," an iron pin set in the top of granite coping, west breakwater, near the center of the wall, and about 15 feet north of second angle; the angle at point "O" being 50° 5′ 30″ and the side opposite 936.74 feet; the angle at point "C" being 70° 54′ 30″ and the side opposite 1,153.78 feet; thence southeasterly along the bulkhead line of the outer harbor a distance of about 460 feet; thence in a northerly direction about 273 feet to the intersection of the bulkhead lines at the southeast corner of the inner basin; thence extending along the bulkhead line of the inner basin in a northwesterly direction a distance of about 313.3 feet to its intersection with the easterly bulkhead line of the outlet to the inner basin; thence along the bulkhead line of the outlet to the inner basin a distance of about 100 feet to the point of beginning.

Parcels "A" and "C" and included strip of land.—Beginning at a point which is 237 feet northerly and 160 feet easterly from the intersection of the bulkhead lines at the southeast corner of the inner basin; thence easterly along the north line of said parcel "A," as shown on the map hereinafter designated, 308 feet, more or less, to the northeast corner of said parcel; thence southerly along the east line of said parcel "A" at right angles to the last described line 265 feet, more or less, to the southeast corner of said parcel "A;" thence southeasterly parallel to the main bulkhead line 380 feet; thence southwesterly perpendicular to the main bulkhead line 380 feet; thence northwesterly parallel to the main bulkhead line and 160 feet distant therefrom 495 feet more or less, to a point; thence northerly parallel to the easterly bulkhead line of the inner basin and 100 feet distant easterly therefrom 440 feet, more or less, to the place of beginning.

Parcel "B" and adjacent tracts.—Beginning at a point which is 560 feet southeasterly along the main bulkhead line and 620 feet northeasterly at right angles to said main bulkhead line from the intersection of the main bulkhead line with the easterly bulkhead line of the inner basin extended; thence northwesterly parallel to the main bulkhead line about 350 feet to the intersection with the westerly side of the triangular tract as shown on the map hereinafter designated; thence northerly perpendicular to the Pasig River bank 235 feet, more or less, to the intersection with the prolongation of the northerly side of tract "A;" thence easterly parallel to the Pasig River bank about 520 feet; thence southerly at right angles to the last described line 235 feet, more or less, to the intersection with the southeasterly side of parcel "B" prolonged; thence southwesterly perpendicular to the main bulkhead line about 385 feet to the point of beginning.

All of said parcels are shown on map, entitled "Proposed Military Reservations, Manila Harbor, Office Chief Engineer Officer, Philippines Division, Manila, P. I., August 30, 1905."
