It is hereby ordered that on Saturdays, including July, August and September, until further notice, four hours, exclusive of time for luncheon, shall constitute a day's work for skilled mechanics and laborers and employees in the classified service at the navy yard, Washington.

Provided, that if any skilled mechanics, laborers or employees in the classified service shall work more than four hours on any Saturdays during the months aforesaid, he shall be paid for such extra work at the rate of 50 per cent more than his regular and normal compensation and no more.
