Philip M. Earle and Isaac Pearson, of the District of Columbia, and George F. Miller, of New York, veterans of the civil war, who have served satisfactorily as watchmen in the Department of the Interior, under temporary appointment, may be permanently appointed watchmen without reference to the civil service rules.
