A Committee on Grades and Salaries in the executive departments shall be formed as speedily as practicable, to consist of one competent employee named by the head of each department and independent establishment, who shall prepare clear and consistent tables of estimates for positions and salaries in conformity with the schedule and recommendations of the Committee on Department Methods of January 4, 1907.


Officials will cooperate with this committee in arranging said estimates for presentation to Congress, in convenient form for comparison with the estimates prepared in the usual way required by law.
