It is hereby ordered that all per diem employees and other day laborers in the Federal public service, wherever employed, whose employment extends through and beyond the first Monday in September, commonly known as Labor Day and set apart as a national holiday for certain branches of the public service by the act of June 28, A. D. 1894, be excused from work on said day, and the said day is declared to be a holiday for all purposes for said per diem employees and laborers.
