Executive Order 707
Mr. John P. Scruggs having been separated from the position of deputy collector in the internal-revenue district of South Carolina for more than one year upon charges of misconduct, which charges a careful investigation has shown to have been substantially unfounded, and Mr. Scruggs's service to have been honest and efficient, he may be reappointed in the Internal-Revenue Service without compliance with the civil-service rules.
