Mr. Ernest Coldwell, late collector of internal revenue for the fifth district of Tennessee, who became separated from said office and from the service by the consolidation of the two internal-revenue districts in Tennessee into one district, may, for the good of the service, be appointed a revenue agent in the Internal-Revenue Service without compliance with the civil-service rules.
