Mr. John McCarthy, commissary sergeant, U. S. Army, retired, may be appointed without examination to the position of laborer in charge of warehouse, Subsistence Department at large, New York, N. Y., by reason of the unusual experience and training required by the position and possessed by Mr. McCarthy.
