Rationale: The photography has been published on the Salvation Army website, from a photo stock they've kept from their archives for dozens of years. A mail has been sent to the Salvation Army's regional press office to check this fact and get more information. It is believed this constitutes a reasonnable enquiry to try to ascertain photographer name and thus the file is in public domain.
