Higgins, Clement, recorder of Birkenhead since 1882, M.A., Downing Coll., Camb., 1873, foundation scholar, senior of Natural Science Tripos, F.C.S., goes the North Wales, Chester, and Glamorganshire circuit, author of A Digest of Patent Cases, The Law and Practice of Patents for Inventions, the Pollution and Obstruction of Watercourses, joint author of The Electric Lighting Act 1882, a student of the Inner Temple 11 Jan., 1867 (then aged 22), called to the bar 17 Nov., 1871 (youngest son of William Mullinger Higgins, Esq.. of London); born 10 Jan., 1844; married 2 Aug., 1870, Augusta Mary, only child of Richard Wright, Esq., of West Bank, near Mansfield.
