2.Selection of the President of the House of Representatives Luang Praditmanutham said: "Now that the Charter for Public Administration has been created and promulgated, the House of Representatives has been set up, Representatives have been assigned to positions, and this House has become the assembly which wields the supreme power of the Country and the power to meet and discuss anything, it is now the time to begin discussing initial important matters according to the Charter. However, no meeting regulation has yet been established and section 27 of the Charter permits the meeting regulations provided in the Privy Council Act to be applied for the time being, in so far as they are not contrary to the Charter. Accordingly, the present meeting will be conducted in keeping with the said regulations to the extent possible.

"At this initial stage of the meeting, section 22 of the Charter states that a person must be selected to regularly preside over our meetings. Therefore, I beg all of you to discuss and elect our President on this occasion."

3.Nai Sa-guan Tularak nominated Chaophraya Thammasakmontri for the post, citing the following reasons: "This man is of excellent knowledge and ability. He used to be a Minister of Public Instruction, which is an important position, and he is an adult, which makes him appropriate for the position of preserver of order of the meetings who would enable the meetings to proceed in a smooth manner. He therefore deserves the presidency of the meetings of the House of Representatives." Phraya Manawaratchasewi seconded him.
