9.[1] Chaophraya Thammasakmontri said: "Now, we have come to the agenda in which we have to establish a Subcommittee for drafting a new and neat Charter for Public Administration Act.
Luang Praditmanutham further stated: "The present Charter for Public Administration is an interim charter because we created it at a critical time, and thus it perhaps contains certain imperfections. We should therefore get those who are knowledgeable and proficient in this matter to form a Subcommittee to review and revise it neatly."
Chaophraya Thammasakmontri said: "If so, all of you shall chose appropriate persons to form the Subcommittee, which shall then be charged with drafting a revised version of the Charter for Public Administration."
The meeting resolved to select these seven men—
- Phraya Manopakonnitithada;
- Phraya Thepwithun;
- Phraya Manawaratchasewi;
- Phraya Nitisatphaisan;
