Before the Minister of Seals brought in the royal edict for opening the meeting, a Member of the People's Party read the names of the persons appointed as Representatives by the Council of the Defenders of the Realm.

Luang Praditmanutham read the names of the persons appointed as Representatives by the Council of the Military Defenders of the Realm, namely—

1. First-Class Grand Councillor Chaophraya Wongsanupraphat;
2. First-Class Grand Councillor Chaophraya Thammasakmontri;
3. First-Class Grand Councillor Chaophraya Phichaiyat;
4. Second-Class Grand Councillor Phraya Thepwithunphahunsarutabodi;
5. Second-Class Grand Councillor Phraya Manopakonnitithada;
6. Third-Class Grand Councillor Phraya Manawaratchasewi;
7. Third-Class Grand Councillor Phraya Siwisanwacha;
