"5.The people must be enabled to enjoy liberties and freedoms, when these are not contrary to the aforesaid four principles.

"6.The people must be given full education."

Once this was finished, Chaophraya Mahithon, Minister of Seals, brought in the edict of His Majesty the King for opening the meeting, which was read as follows:

"Today, the House of Representatives meets for the first time ever, which is considered one of important events in the history of our beloved Country. I believe that all of you will be determined to help each other in deliberating all affairs in order to further bring prosperity to the country of Siam and maintain the independence of the Thais until heaven and earth expire. I hereby wish you all, Representatives of the People, to abound with physical strength and intellectual vigour, in order that you will be able to help each other accomplish the will of mine and yours, which aims at the same end in every respect." The meeting welcomed this edict with courtesy.

The House of Representatives continued its meeting following that.

1.Transfer of powers to the House of Representatives Phraya Phahonphonphayuhasena made a proposal, saying: "Now that the Charter and the House of Representatives have both been established successfully, I should like to transfer the work of administering the State, which has been taken over by me, to the House from now on."
