There are other causes common to all races that enter into the life of the negro and tend to increase his criminality. These should not be overlooked. There are race characteristics peculiar to him that also help. But it appears to the writer that the fact of the negro being in a transitional state, and the economic phase of this transition, accounts for a large part of the excess of negro crime in the United States.
