OBJECT'S This Institution was established in 1839 in the City of London under the Presidency of the late Alderman Harmer, for granting Pensions and Temporary Assistance to principals and assistants engaged as vendors of newspapers.

A. Donation of Ten Guineas constitutes a Vice-President and gives three votes for life at all elections. Each donation of Three Guineas ives a vote at all elections for life. Every Annual Subscriber is entitled to one vote at all elections in respect of each Five Shillings so

Pa MBMBBR8HIP.- Every man and woman throughout the United Kingdom whether publisher, wholesaler, retailer, employer or em- nloved is entitled to become a member of this Institution, and enjoy Its benefits upon payment of Five Shillings annually or Three Guineas for Life provided that he or she is engaged In the sale of newspapers.

The principal features of the llules governing election to all Pensions are that each candidate shall have been (1) a member of the Institution for not less than ten years preceding application; (2) not less than fifty-live years of age ; (S) engaged in the sale of newspapers forat least

Temporary relief is given in cases of distress, not only to Members of the Institution, but to newsvendorsor their servants who may be recommended for assistance by Members of the Institution.
