No Foreftaller fhall be fuflfered to dwell in any Town. |UT efpecially be it commanded on the Behalf I of our Lord the King, that no Foreftaller be fuf- fered to dwell in any Town, which is an open Op- prefTor of poor People 3 and of all the Commonalty, and an Enemy of the whole Shire and Country, which for Greedinefs of his private Gain doth prevent others in buying Grain, Fifh, Herring, or any other Thing to be fold coming by Land or Water, op- prefling the Poor, and deceiving the Rich, which carrieth away fuch Things, intending to fell them more dear ; (2) the which come to Merchants Stran- gers that bring Merchandife, offering them to buy, and informing them that their Goods might be dearer fold than they intended to fell, and an whole Town or a Country is deceived by fuch Craft and Subtilty. ( ; ) He that is convict thereof, the firft Time fhall be amerced, and fhall lofe the Thing fo bought, and that according to the Cuftom and Ordinance of the Town ; (4) he that is convict the fecond Time fhall have Judgement of the Pillory; (;) at the third Time he fhall be imprifoned and make Fine; (6) the fourth Time he fhall abjure the Town. And this Judgement fhall be given upon all Manner of Fore- ftallers, and lilcewife upon them that have given them Counfel, Help, or Favour.' £ perantiquo MS.
