Saving always to the King, and to other the Cuftoms due of the faid Merchandifes. (2) And alfo that the Chancellor, Treafurer, and Juftices affigned to hold the Pleas of the King in Places where they come, fhall inquire of fuch Disturbances and Grievances, and punifh according as is before ordained. (3) And nevertheiefs, the King fhall cat'.fe to be affigned by Commiffion under the Great Seal certain People, where and when it fhall pleafe him, to inquire of fuch Disturbances and Grievan- ces, and to execute Punifhment as aforefaid. (4). And after by a Statute made at a Parliament holden at Wcftminfter the xxv. Year of King Edward the Third, it was ordained by the fame King Ed ward the Grandfather, Prelates, Earls, Barons, and all other Great Men and Commons, That the faid Statute made the faid ix Year, in all Points and Articles contained in the fame, fhall be holden, kept, and maintained. (5) And if any Charter, Letters Pa- tents, Proclamation, or Commandment, Ufage, Al- lowance, or Judgement were made to the contrary, the fame fhould be utterly repealed, avoided, and holden for none. (6) And moreover, that every Merchant or other, of what Condition that he be, as well Alien as Denizen, which fhall bring Wines, Flefh, Fifh, or other Victuals, Cloths, Fells, or Avoir de pais, or any other Wares or Merchan- difes to the City of London, or to other Cities, Bo- roughs, or good Towns of England, or Port of the Sea, may freely and without Challenge or Impeach- ment of any, fell them in Grofs, or at Retale, or by Parcels, at his Will, to all Manner of People that will buy the fame,*notwithftanding any Grant, Fran- chife, or Cuftom ufed, or any other Manner of Thing done to the contrary, fince that fuch Franchifes and Ufages be in common Prejudice of the King, and of all his People. (7) And that no Mayor, Bailiff, Catchpole, Minifter, or other, fhall meddle with the Sale of any Manner of Victuals vendible, carried or brought to Cities, Boroughs, nor other Towns, nor Fair, or Market, but only he to whom the Victuals fhall be. (8) And alfo that Proclamation be thereof made of new in all the Counties of England, and in the City of London, and in all other Cities, Bo- roughs, and good Towns and Ports of the Sea, and elfewhere within the Realm of England, where it fhall be needful. (9) And that the faid King the Grandfather fhall thereupon caufe to be affigned his Juftices at all Times that fhall pleafe him, and fhall be neceffary, to inquire of all them that fhall fell, or any Thing do to the contrary, and to punifh them according to the Pain contained in the fame Statute made the faid ninth Year. ([-">) And that every Man that will fue againft any, fhall have a Writ out of the Chancery to attach him by his Body, as a Difturber of the common Profit, and to make him come to Anfwer thereof in the King's Court, as by the fame Statutes plainly doth appear." ' fnj Our Lord the King feeing clearly that the faid Sta- tutes if they were holden and fully executed, fhould much extend to the Profit and Wealth of all the Realm, hath ordained and eftablifhed, by the A/Tent of the Prelates, Dukes, Earls, Barons, great Men, Nobles, and Commons in this prefent Parliament af- fembled, That the faid Statutes fhall from henceforth be firmly holden, kept, maintained, and fully exe- cuted in all the Points and Articles of the fame, not- withstanding any Ordinance, Statute, Charter, Let- Ex Rot. in Turr. ' Et outrer ce qe chefcun merchant ou autre de quele condition qil ferroit auxibien alien come deinzein qi amefne- roit vins chares pefTon ou autre manere des vitailles draps peaux ou avoir de poiis ou quelconqes autres merces ou merchandifes a la Citee de Londres ou as autres citees burghs & bones villes dEngleterre ou portz du meer les purroit franchement & fanz chalange ou empefchement de nully vendre en grofl'e ou a retaille ou par parcelles a fa volentee a quelconqes gentz qe les voudroient achatre nient contreefteantz quelconqe franchife grante ou cu- ftume ufe ou quelconqe autre manere chofe faite a contraire deficome qe tieux franchifes & ufages font en commune prejudice du Roi & de tout ion poeple. Et qe le dit Roi laiel fur ce ferroit afligner fes Juftices toutz les foitz qe Iurplerroit et meftier ferroit denquere de toutz ceux qi vendroi- ent ou riens ferroient a lencontre et de les punir felonc la peine contenue en mefme leftatut fait le dit an noefifme et qe chefcun qi vorroit fuir devers null tiel averoit brief de la Ghaneellerie- de luy at- tacher par fon corps come deftourbour de com- mune profit de luy faire ent venira refpons en la Courte le Roi come par mefmes les eftatutz pleine* ment appiert.
