What Cuftoms and Impofitions Englishmen fworn to Foreign Princes fhall pay. ORayen the Commons in this prefent Parliament, That where many and divers Perfons, being the King's Subjects naturally born within this his Realm, have withdrawn themfclves out of the iame ' Realm, and tranfported themfclves, with their Wives, Children, and Goods, into Holland, Zealand, Bra- ' bant, Flanders, and into ether Countries of Foreign Princes, and there be fworn to the Obeifance of the ' Princes and Lords of the Countries where they be now inhabited, making there great Buildings, and be

  • Contributarics to all Manner of Charges, as the Subjects of thofe Countries be; and thus they maintain,

1 as much as in them is, the Cities, Boroughs, and Towns of thofe Countries, and many more of the ' King's Subjects intend to do the fame, if Remedy therein be not provided : (2) Which Subjects bom in ' 'England, notwithstanding that' they thus eftrange themfclves from the King's Obeifance, yet they occupy ' here in all the Ports, Havens, and Creeks, Cities, Boroughs, and Towns of England, as freely, and as

  • free in Cuftom and Subfidy, as the King's Subjects do occupy, and not only for themfelves, but alfo co-

' lourably for other Strangers, their Friends and Partners, and alfo make themfeives quit and exempt from

  • all Charges within this Realm, in Prejudice and Decay of the Cities, Towns, and Boroughs of England ;

' (3) and as for beyond the Sea, they will obey to none Authority granted to the Englijh Nation by the ' King's Highnefs and his noble Progenitors under the Great Seal of England, and by Authority of Parlia- ' fnent, but they give themfelves over to the Protection and Defence of thofe outward Princes, to whom ' they be fworn Subjects ; and by thefe Manner of Perfons much Coin is conveyed out of the Land :' II. Wherefore be it ordained and enacted by the King our Sovereign Lord, and the Lords Spiritual and An Engliftmaa Temporal, and the Commons, in this prefent Parliament affembled, and by the Authority of the fame, fwon'fnbje&'M That all and every fuch Subjects born in England, and fworn to be Subjects to foreign Princes and Lords of a fore:gn Pnnee, outward Parts, from henceforth (as long as they fhall fo abide, and be as Subjects to foreign Princes and j^J^n" „ Lords) that from henceforth fo long they and every of them fhall pay fuch Cuftoms, Subfidies, Tolls, and A ;" other Impofitions within this Realm of England, as other Strangers of thole Parts where the faid Engliflmen make their Inhabitations, pay or ufe to pay within this faid Realm : (2) And that the Knowledge of all and every fuch Perfon or Perlons Inhabitants, and fworn iri Manner and Form as is before rehearfed within the Archduke's Countries, that is to fay, Holland, Zealand, Brabant, and Flanders only, fhall be had by Certificate thereof made by the Governor of the Merchant Adventurers and the Affiftants there for the time being; (3) and alfo for all other Realms and Countries of foreign Princes, to be certified by the King's moil noble Embafladors, being at fuch time there, as they fhall happen to be in the faid Countries upon the King's Affairs, fhall likewife certify, as is aforefaid, under their Seal, into the Chancery of our Sovereign Lord the King; (4) and thereupon out of the faid Chancery Writs to be made, and directed unto the Cu- ftomers, Comptrollers, or other Offic rs of the King's Cuftom in every Port, Haven, or Creek within this faid Realm, to perceive, levy, and take all Manner of .fuch Cuftoms, Subfidies, Tolls, and other Impoii- tior.s, as is before fpecified, of all fuch Goods and Merchandifes as fhall belong unto any fuch Perfon or Perlons inhabited and fworn in Manner and Form above written, as well inward as outward.
