THEREAS by the fpecial Favour of Queen Elizabeth there was a Congregation of Dutch Peo- the County of Effex; and for the Upholding the Credit of the faid Trade, and for the Avoiding and Pu- ' nifhing all unjuft and fraudulent Dealings therein, there have been divers good and laudable Orders and Conſtitutions made, which were confirmed by Letters Patents under the Great Seal of England in the tenth Year of King James, and by ſeveral Orders made by the late King's Privy Council; the ftrict and exact Execution of which faid Orders and Conftitutions by the Governors of the Dutch Bay-Hall there, hath brought that Kind of Drapery into high Credit, not only at Home, but alſo in Foreign: Parts, and that by Reafon of the faid Trade, many thouſands of poor People, both within the faid Town of Colchefter and Places thereabout, are daily imployed and fet to work (2) Notwithſtanding: which faid Orders, and the Care of the Governors of the faid Dutch Bay-Hall, many fraudulent and de- ceitful Commodities, and flight and naughty Bays, have been and daily are by the fecret and crafty Practices of fome Men made in the faid Town, and are weekly brought and conveyed to London by cer- "tain Perſons uſing the Trade of Buying and Selling of Colchester Bays, before fuch Time as the faid Bays have been viewed, fearched, meaſured and fealed by the fworn Officers of the faid Dutch Bay-Hall; which faid Bays fo deceitfully and fraudulently made, are tranſported beyond the Seas under the Name, and oftentimes with the Seal of Colchefter Bays, whereby the Bays there made are not of that Credit and Efteem as formerly: For the preventing of which faid Practices and Deceits, (3) Be it enacted by the King's moft Excellent Majefty, with the Affent of the Lords and Commons in this prefent Parliament Confirmation of affembled, and by Authority of the fame, That the Governors of the faid Dutch Bay-Hall in Colchester, the Privilege of and the Dutch People there living, fhall and may from henceforth peaceably and quietly ufe and exerciſe the Dutch-Bay the free Trade of making Bays, Says, and other Foreign Draperies within the faid Town of Colchester, and be permitted to govern the faid Trade in their Affemblies and Congregations, with all fuch Liber- ties, Privileges, Immunities, and in as full and ample Manner, as they have at any Time heretofore en- joyed the fame by Virtue of any Order, Grant or Toleration to them made by Queen Elizabeth, King & James, or the late King Charles of Bleffed Memory, or any of them. -G II. And be it further enacted by the Authority aforefaid, That if any Perfon or Perfons whatſoever, from and after the twentieth Day of September in the Year of our Lord one thoufand fix hundred and muſt be carried fixty fhall weave or caufe to be woven within the faid Town of Colchefter, or the Liberties thereof, to the and ſearched. any Bay known by the Name of Four and Fifties, Sixties, Sixty-eights, Eighties and Hundred Bays, and fhall not within two Days after fuch Weaving, carry or caufe fuch Bay to be carried to the Dutch Bay-Hall, called the Raw-Hall, there to be viewed and fearched, to the Intent it may appear whether the fame Bay be well and fubftantially wrought, before as the faid Bay fhall be carried to be No Fuller fhall ſcoured and thicked; (2) or if any Fuller or Thicker, or other Perfon ufing the Art or Trade of Full- ing or Thicking of Bays, fhall receive any fuch Bay to be fulled and thicked before fuch Time as the not fearched and faid Bay hath been carried to the faid Raw-Hall, and there ftamped and marked, as by the Orders of work any 8 the CA P.
