Tallies are or fhall be levied by the fpecial Warrants or Directions of the Commiflioners of the Treafury, ■10 & '• W- 3- ,,or fo many of them as fnall be appointed to be a ^.orum for the time being, or of the Treafurer of the •Exceptitn! tExchequer for the time being, or where the Perfon for whom any Talley or Tallies fhall be levied, or to ■whom fuch Money fliall be direiSted to be ilTued, fliall at the fame Time, or on the fame Day cf throwing down the faid Bill or Bills, give a Difcharge according to the Courfe of the Exchequer, upon fome Order or Debenture for the Money for which fuch Bill fliall be fo thrown down, purfuant to the like Warrant or VPenaUy on Tel- Direflions to be had and received for that Purpofe ; upon Pain that any Teller who fhall oifend agaitifl this Jcr or Deputy AcSt, by charging himfelf by his Bill at fuch Times as the Officers of the i alley Court, their Deputies or .cffending, Subftitutes, fhall not be there prefent as aforefaid, or by throwing down his Bill or Bills, without firfl re- ceiving and having the Money therein fpecifled in his Office as aforefaid (except in fuch Cafes as are be- fore excepted) fhall for fuch Oifence incur the like Forfeiture of Office and Difability as are before men- tioned, and for every fuch Offence fliall forfeit and lofe double the Sum fo unduly charged by him (to wit) one Moiety thereof to the King, and the other Moiety to fuch Perfon or Perfons as will inform and fue for T'"crk"Z'^'" *^s fame ; and if fuch Offence fhall be committed by any Clerk or Subflitute of fuch Teller, then fuch " ' ' ■ Clerk or Subflitute, for every fuch Offence, fhall forfeit double the Sum fo unduly charged, in like Manner, ■and fliall be removed and expelled from the faid Receipt, III. And to the end that none of His Majefly's Treafure, which fhall be charged in the Receipt of the Ex' ichcxjuer, and ought to be there remaining, may be made ufe of or tlifpofed without fufficient and lawful Authority in that Behalf, it is hereby alfo enafted and declared by the Authority aforefaid. That no Teller in the faid Receipt of Exchequer, or any Clerk or Subfiitute of fuch Teller, after the Bill or Bills of fuch 'Wo Teller, &c. Teller fliall be thrown down into the faid Talley-Court, to charge him with any Sum or Sums of Money by the Auditor of the faid Receipt ; the Auditor of time being, and recorded by the Clerk of the Pells for the time being, and taking a Receipt to difcharge the Receipt, &c, the King, according to the ancient Courfe and Praftice of the faid Receipt, under the like Forfeitures, Difability, and Penalties to be incurred by fuch Tellers, their Clerks, and Subflitutes refpe£tively, for fo •doing, as are by this Aft provided and to be infliiSled for unduly charging any Money before it is actually .received and in- the Office, as aforefaid. IV. And that the King's Service, or the Bufinefs of particular Perfons, to be tranfafted at the faid Re- ceipt from time to time, may not be delayed or prejudiced.
