An Aft to prevent the Exportation of Wooll out of the Kingdoms of Ireland and England into foreign Parts } and for the Encouragement of the Woollen Manufafture* in the Kingdom of England. FORASMUCH as Wooll and the Woollen Manufaftures of Cloth, Serge, Bays, Kerfeys, and other Stuffs made or mixed with Wooll, are the greateft and moft profitable Commodities of this ' Kingdom, on which the Value of Lands, and the Trade of the Nation do chiefly depend : And where- ' as great Quantities of the like Manufactures have of late been made* and are daily increafing in the

  • Kingdom of Ireland, and in the Englijh Plantations in America, and are exported from thence to foreign

' Markets, heretofore fupplied from England, which will inevitably fink the Valne of Lands, and tend to ' the Ruine of the Trade, and the Woollen Manufactures of this Realm :' For the Prevention whereof, and for the Encouragement of the woollen Manufadtures within this Kingdom, be it enailed by the King's moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Tem- poral, and Commons, in this prefent Parliament aflembled, and by the Authority of the fame. That no Perfon or Perfons whatfoever, from and after the Four and twentieth Day of yune in the Year of our Lord one thoufand fix hundred ninety-nine, (hall direcSlly or indireftly export, tranfport, fliip off, carry or convey, or caufe or procure to be exported, transported, fhipped oft, carried, or conveyed out of, or from the (aid Kingdom of /r£/««^, into any foreign Realm, States, or Dominions, or into any Parts or Places whatfoever, other than the Parts within the Kingdom oi England, or the Dominion of Wales, any the Wooll, Woollfells, Shortlings, Mortlings, Woollflocks, Worfted, Bay, Or Woollen Yarn, Cloth, Serge, Bays, Kerfeys, Says, Frizes, Druggets, Cloth-Serges, Shalloons, or any other Drapery Stuff's or Woollen Manufaiftures whatfoever, made up or mixed with Wooll or Woollflocks, or fhall diredtly or indiredlly load, or caufe to be loaden upon any Horfe, Cart, or other Carriage, or load or lay on board, or caufe to be laden or laid on board in any Ship or Veflel, in any Place or Parts within or belonging to the faid Kingdom of /r^/i7«^/, any fuch Wooll, Woollfells, Shortlings, Mortlings, Woollflocks, Worfted, Bay, or Woollen Yarn, Cloth, Bays, Kerfeys, Serges, Says, Frizes, Druggets, Cloth-Serges, Shalloons, or any other Drapery or Woollen Manufaftures, to th6 Intent or Purpofe to export, tranfport, fliip off, carry or convey the fame, or caufe the fame to be exported, tran(ported, fhipped off, carried or conveyed out of the (aid Kingdom of Ireland, or out of any Port or Place belonging to- the fame, or with Intent or Purpofe, that any Perfon or Perfons whatfoever fhould fo export, tranf- port, (hip off, carry or convey the fame out of the (aid Kingdom of Ireland, into any Ports or Places, except as aforefaid. II. And be it enafted by the Authority aforefaid. That all and every of the Offender and Offenders, Offence and Offences aforefaid, (hall be (ubjecSt and liable to the refpeftive Pains, and Penalties, and For- feitures hereafter following (that is to fay) The faid Wooll, Woollfells, Shortlings, Mortlings, Wooll- flocks, Worfted, Bay, or Woollen Yarn, Cloth, Serge, Bays, Kerfeys, Says, Frizes, Druggets, Cloth- Serges, Shalloons, or any other Draperies, Stuffs, or any other Manufaftures, made of or mixed with Wooll or Woollflocks, (o exported, tranfported, fhipped off, or carried, conveyed, or loaden, contrary to the true Intent and Meaning of this A6t, fhall be forfeited ; and that every of the Offender and Offen- ders therein (hall likewife forfeit the Sum of Five hundred Pounds for every fuch Offence ; and all and every Ship, Veffel, Barge, Boat, or other Bottom whatfoever, wherein any of the faid Commodities are or (hall be fiiipped or laid on board, contrary to the true Intent and Meaning of this Adl, fhall be forfeited, with all her Tackle, Apparel, and Furniture to them and every of them belonging ; and the Mafters and Mariners thereof, or any Porters, Carriers, Waggoners, Boatmen, or other Perfons whatfoever, knowing fuch Offence, and wittingly aiding and aififting therein, (hall forfeit forty Pounds ; of which one Moiety (hall be to him or them that (hall fue for the fame by Bill, Plaint, or Information in any of his Majefty's Courts of Record in England, or Ireland, and the other Moiety thereof to the Encouragement of fetting up the Linen Manufaftures in Ireland, to be difpofed of by the Court of Exchequer there for that Ufe only; in which Suit no Effoin, Protection, or Wager of Law, or more than one Imparlance (hall be allowed. III. And to prevent evading the Penalties of this ACt, by Pretention of Proiecution or Acquittals in Ireland; be it enacted by the Authority aforefaid. That no Acquittal, nor any Indidlment, Information, or Suit (unlefs the Offender be thereupon convifted) in IreUind, for any Offence provided againft in this A£t, fhall be pleaded or allowed in Bar or Delay of any Indiftment, Information, Suit, or Profecution within the Kingdom of England. IV. And be it Uirther enaiSed by the Authority aforefaid. That it (hall and may be lawful to and for any Perfon or Perfons to feize, take, fecure, and convey to his Majefty's next Warehoufe, all fuch Wooll, W^oollfells, Shortlings, Mortlings, Woolfiocks, Worfted, Bay, or Woollen Yarn, Cloth, Serges, Bays, Kerfeys, Says, Frizes, Druggets, Cloth-Serges, Shalloons, Stuffs, and other Draperies and Woollen Manufaftures or mixed with Wooll or Woollflocks, as he or they (hall happen to fee, find, know, or difcover to be laid on board in any Ship, Veffel, or Boat, or to be brought, carried, or laid on (hore, at or near the Sea, or any navigable River or Water, to the Intent or Purpofe to be exported or conveyed out of the faid Kingdom of Ireland, contrary to the true Meaning of this Aft, or to be laden upon any Horfe, Cart, or other Carriage, to the Intent or Purpofe to be exported, conveyed, or carried into any foreign Parts or Places, contrary to the true Intent and Meaning liereof ; and alfo that it (hall and may be lawful to and for any Perfon and Perfons to feize and fecure all and ever^' fuch Ship, Hulk, Veflel, Vol. IV. , C Barge,
