That if any fuch Pamphlet containing more A°'^ r'^'if ^' *^^" °'^^ Sheet of Paper, as aforefaid, fliall, during the lafl: mentioned Term of two and thirty Years, be Jofe au'^Pi™e!t'y P'inted or publifhed, and the Duty hereby charged thereon fhall not be duly paid, and the Title thereof therein. regiftred, and one Copy thereof firampsd, where required fo to be, within the refpeitive Times herein be- fore for thofe feveral Purpofes limited, that then the Author, Printer, and Publifher of, and all other _ Perfons concerned in or about the Printing or Publifliing of fuch Pamphlet, fhall lofe all Property therein, and in every Copy thereof, although the Title thereto were regiftred in the Book of the Stationers in Lon- don, according to the late Adl of Parliament in that Behalf, fo as any Perfon (notwithfianding the faid AEk) may freely print and publifh the fame, paying the Duty payable in RefpeiSt thereof by virtue of this A61, without being liable to any Aftion, Profecution or Penalty for fo doing; any thing in the faid Aft of Par- liament for vefting the Copies of printed Books in the Authors or Purchafers of fuch Copies, or in any and alfo forfeit By -Law contained, or any Cuftom or other Thing to the contrary notwithfianding : And the Printer and »».!• Publifher of fuch Pamphlet, and every other Perfon concerned in the Printing or Publifhing thereof, fhall, in furh Cafe, forfeit the Sum of twenty Pounds, with Full Cofrs of Suit. Pamphlets to CXIII. And it is hereby further enafted by the Authority aforefaid. That during the fame Term, of two ^!^^' 'p m'/u and thirty Years, no Perfon whatfoever fhall fell, or expofe to Sale, any fuch Pamphlet, without the true er's Narne print- fc^peftive Name or Names, and Place or Places of Abode, of fome Icnown Perfon or Perfons, by or for whom ed thereon, on the fame was really and truly printed or publifhed, written or printed thereupon, upon Pain that every Painofzol. Perfon offending herein, fliall, for every fuch OfFence, forfeit the Sum of twenty Pounds, with Full Cofts of Suit. Pamphlets un- CXIV. And in Regard of the Incertainty how many Copies of the faid printed News Papers or Pam- ^"ifedV^ihe"' P^'^*^^ '^° ^^ contained in one Sheet, or in a lefs Piece of Paper, may be fold ; and to the Intent the Duties Coinniiirioners l^ereby granted thereupon may not be lelTened by printing a lefs Number than may be fold, out of a Fear of a Lofs thereby, in printing more fuch Copies than will be fold ; it is hereby provided and enafted. That the Commiilioners for managing the Stamp Duties, or the m.ajor Part of them, or fuch Head Officers as they fliall appoint in this Behalf, fhall and may cancel, or caufe fo be cancelled, all the Stamps upon fuch Copies of any Impreffions of fuch Nev/s Paper or Pamphlet, as laft mentioned, as fhall really and truly remain unfold in the Hands of the Perfon or Perfons by or for whom the fam.e fliall be printed or publifh- ed, and upon Oath or Oaths made before the fame Commiffioners, or the major Part of them, or fuch Head OfHcer (who are hereby impov.'ered to adminifter the fame, and to examine into all Circumftances relating to the felling or di/pofing of the printed Copies of fuch News Paper or Pamphlet) to the Satisfa6tion of fuch Commiifioners or Head Officer, that all fuch Copies, h cancelled, fhall be really and truly remaining imfold in the Hands of the Perfon or Perfons by or for whom the fame were printed or publiflied, and that none of them fliall have been fraudulently returned or rebought after the fame fhall have been fold or dif- and the like pofed of, fhall and may caufe the like Number of other Sheets, Half Sheets, or lefs Pieces of Paper, to be Number of other ;(^amped with the fame refpeftive Stamps (gratis, and without paying any Duties for the fame) for the Per- ^raris^to be^^ fon or Perfons who paid the Duties for fuch Stamps as fliall be on fuch Copies fo remaining unfold ; any chan'^edfor thing herein contained to the Contrary notwithftanding.. And the fame Commiffioners, or the major Part thenT. of them, are hereby impowered to make fuch Rules and Orders for regulating the Methods, and limiting the Times for fuch Cancelling and Allowances, as aforefaid, with Refpeift to fuch feveral and refpeftive ' News Papers or Pamphlets, as lafc mentioned, as they fhall, upon. Experience and Confideration of the fe- veral Circumftances, find necefTary or convenient for the efFeftual fecuring the Duties on fuch News Papers
