That no Clerk of Affize, Clerk of the Peace, or other Perfon whatfoever, fhall demand, take or receive any Fee or Rev/ard of any Perfon whatfoever that fhall be bound by any Juftice of the Peace to appear to give Evidence againft any Traitor or Felon, for the Difcharge of any Recognizance for fuch Appear- ance, nor fhall demand or receive more than two Shillings for the drawing any Bill of Indidment againft any fuch Felon, upon the Pain of forfeiting to the Perfon aggrieved, for every fuch Offence, the Sum of five Pounds, with full Cofts of Suit. ' Vin. And whereas it often happens that Clerks of Aflife, Clerks of the Crown, Clerks of the Peace,, ' Clerks of the Indictments, or other proper Officers, their Clerks or Deputies, do draw Bills defective ; Clerk of Affize, be it eiiaded. An A(5b for making Billing/gate a free Market f©r Sale of Fifh. WHEREAS the publick Wealth, Honour, and Safety of this Kingdom, as well as the Main- tenance of Trade, and Support of Navigation, as in many other Refpefts, depend on the Im- ' provement and Encouragement of the Fifliery, and BiUingfgate having, Tim.e out of Mind, been a free ' Market for all Manner of Floating and Salt Fifli, as alfo for all Manner of Lobfters and Shell Fifh j ' neverthelefs, divers Abufes, evidently deftrucSive to that Trade, have been of late Years pradtifed, by
- raifing new Impofitions and Tolls, and by foreftalling of the Markets, and other Methods ufed by the
' Fifhmongers, in not permitting the Fifherwomen and others to buy the faid Fifh of the faid Fiiher- ' men,, to fell them again in London and elfewhere, by which Means the Filhermen are obliged to fell
- their Fifh to the faid Fiflimongers at their own Rates, to the great Difcouragement of the faid Fifher-
- men :' For Rem.edy whereof be it enafted by the King's moft excellent Majefty, by and with the Ad-
vice and Confent of the Lords Spiritual and Temporal and Commons, in this prefent Parliament aflem- bled, and by the Authority of the fame. That from and after the tenth Day of May, which fhall be in the Year one thoufand fix hundred ninety-nine, Billinfgate Market, within the faid City of London, fhall be every Day in the Week (except Sundays) a free and open Market for all Sorts of Fifh whatfoever ; and that it fhail and may be lawful for any Perfon or Perfons to buy or fell any fort of Fifh in the faid Market without any Difturbance or Moleftation whatfoever. II. And for the better encouraging the faid Fifhery, be it further enafted by the Authority aforefaid, That no Fifherman or other Perfon or Perfons, felling any fort of Sea Fifh in the faid Market, fhall, from and after the faid tenth Day of May one thoufand fix hundred ninety-nine, pay to any Perfon or Perfons any other Toll or Duty whatfoever, for coming with his Boat or Veflel, or landing, ftanding, being or felling, in or at the faid Market of Billing/gate, than is herein after mentioned, that is to fay, III. For every Veflel with Salt Fifh, for Groundage, eight Pence per Day, and twenty Pence per Voyage for every fuch Veflel, and no more, in full for all Duties and Demands, to be difpofed of and . diftributed, as the Lord Mayor and Court of Aldermen fhall yearly order and diredl, according to the Right of the refpeftive Perfons intitled thereunto. IV. For every Lobfter Boat, for Groundage per Day two Pence, and per Voyage thirteen Pence, and no more, in full for all Duties and Demands, to be difpofed of and diftributed as aforefaid. 3 V. For
