D. 17 14, ( Scotland, to the end it might appear what ought to be anfwered to Scotland, as an Equivalent for fuck ^ Proportion of the faid Encreafe as {hould be applicable to the Payment of the Debts of England: And for the further and more effectual anfwering the feveral Ends mentioned in that Article ; It was agreed, That from and after the Union the whole Encreafe of the Revenues of Cuftoms and Duties on Export and Import, and Excifes upon excifeable Liquors in Scotland, over and above the annual Produce of the faid refpeetive Duties, as above flared, fhould go and be applied for the Term of feven ' Years to the Ufes therein mentioned ; and that upon the faid Account there fhould be anfwered to Scotland annually, from the End of feven Years after the Union, an Equivalent in proportion to fuck Parts of the faid Encreafe, as fhould be applicable to the Debts of England ; and generally that an Equivalent mould be anfwered to Scotland, for fuch Parts of the Englijh Debts as Scotland might thereafter become liable to pay by reafon of the Union, other than fuch for which Appropriations had then been made by Parliament in England, of the Cuftoms, or other Duties on Export and Import, or Excifes on all excifeable Liquors ; in refpect of which Debts, Equivalents were therein before provided: And by the faid fifteenth Article it was provided, That the filid Sum of three hundred, ninety-eight thoufand eighty-five Pounds and ten Shillings, and alfo the whole Increafe of the faid Revenues of Cuftoms, Duties and Excifes, above the then prefent Value, which fhould arife : in Scotland during the faid l erm. of feven Years, together with the Equivalent which fhould become due upon the Improvement thereof in Scotland after the faid Term; and alio as to all other Sums which, according to the Agreements therein mentioned, fhould become payable to Scotland by way of Equivalent for what that Kingdom fhould thereafter become I liable towards Payment of the Debts of England, fhould be applied to the refpeetive Ufes therein men-, tioned; and her late Majefly was thereby impowered to appoint Commiflioners for the Purpofes therein mentioned ; which Commiflioners fhould be impowered to call for, receive and difpofe the Monies afore- faid, and to infpect the Books of the feveral Collectors of the faid Revenues, and of all other Duties from whence an Equivalent might arife; and the Collectors and Managers of the faid Revenues and Duties were thereby obliged to give to the faid Commiflioners fubferibed authentick Abbreviates of the Produce of fuch Revenues and Duties arifing in their refpeetive Diftricts; and that the faid Commiffioners fhould have their Office within the Limits of Scotland, and fhould in fuch Office keep Books containing Accounts of the Amount of the Equivalents, and how the fame fhould have been difpofed of from Time to Time, which might be infpecxed by any of the Subjects defiring the fame : And whereas the faid Sum of three hundred ninety- eight thoufand eighty-five Pounds and ten Shillings was duly paid to Scotland, c to be applied to the faid Ufes, according to the Act of Union, and other Acts of Parliament fince made ' in that Behalf; which Commiffioners his Majefly is hereby impowered to nominate and appoint under the Great Seal of Great Britain, with fuch Salaries to the Commiffioners, and Allowances for Clerks, and incident Charges, as his Majeily fhall think fit, for taking, examining and flaring the Debts due and growing due to Scotland, by way of Equivalent ; and alfo of the publick Money due and payable for the Service of the Year one thoufand feven hundred and feven, or before that Time, which has fince been paid, or is ilill flanding out; and of the Civil and Mi- litary Eilablifhment for that Year ; and in like Manner of what Monies have been advanced and paid out of the Treafury of England towards making up the actual Expence which fhould have been provided for by the Parliament of Scotland, and of the State of the Revenues of both Nations, as computed at the Time of the Treaty, and for the feveral Years fince ; as alio to take and ftate what Proportion of the Increafe of the Cuftoms and Excife of Scotland, over and above the annual Produce of thefe refpeetive Duties, as ftated in the fifteenth Article of Union, are and will, after the Expiration of the Term of feven Years mentioned in that Article, be applicable to the Payment of the Debts of England contracted before the Union ; and to take and Hate an Account of what Parts of the Duties impofed fince the Union, are and will be applicable to the Payment of the like Debts incurred before that Time; and generally to fpecify the Parts and Proportions of the Revenue of Scotland, and every Branch thereof, which are and. 1 vtfll
