An Aft for better regulating Hackney-Coaches, Carts, Drays, Carrs, and Waggons within the Cities of London and Wcftminjier, and the weekly Bills of Mortality •, and for pre- venting fVIilchiefs occafioned by the Drivers riding upon fuch Carts, Drays, Carrs and Waggons. < I. 7 HERE AS by an Act of Parliament made in the ninth Year of the Reign of her late Maje- 9 Ann - c - 2 3-- ' ^ fly Queen Anne, intituled, An Acl for licenfing and regulating Hackney-Coaches and Chain; and-- m ' for changing certain neiv Duties onjlampt Vellum, Parchment, and Paper, and on Cards and Dice, and on the '¥' J ¥ i , arc "J!" 1 Exportation of Rock-Salt for Ireland ; and for pouring thereby, and by a zvcekly^ Payment out of the Poft-Of- "f" c [.V 33 ' foe, and by feveral Duties on Plides and Skins, a yearly Fund of one hundred eighty-fix thoufand fix hundred" ' ' and Seventy Pounds, for thirty-two Tears, to be applied to the Satisfaction of fuch Orders as are therein menti- ' oned to the Contributors of any Sum not exceeding two Millions, to be raifed for carrying on the IVar, and other ' her Majijiy's Occafions, a Power was given to the Commiffioners therein mentioned, from Time to Time, ' during the Term of thirty-two Years therein mentioned, to licenfe all fuch Perfons, who, from and ' after the twenty-fourth Day of June in the Year of our Lord one thoufand feven hundred and fifteen, at ' any Time or Times within the (aid Term, lhould drive or keep Hackney-Coach or Coach-Horfes with- ' in the Cities of London and IVeflminfler, or the Suburbs of the fame, or within the Parifhes comprized ' within the weekly Bills of Mortality : And whereas feveral Inconveniencies have been found by reafon of ' a Claufe in the laid Aft, whereby the CommifTioners are impowered to make By-laws to bind fuch Per-

' in relation to other Claufes in the faid Aft ;' May it therefore pleafe your Majefty, that it may be enac- ted, and be it enacted by the King's moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament affembled, and by the Autho- rity of the fame, That for the better regulating and ordering fuch. Perfons who are or fhall be licenfed to keep or drive Hackney-Coaches, and the Renters of fuch. Licenfes, and Drivers of fuch Coaches, and to prevent any Difturbances and other Inconveniencies in the Streets and Highways where fuch Coaches fhall ftand and be driven, and for Punifhment thereof, it fhall and may be lawful for the Commiffioners (from The Commif- Time to Time authorized to put the faid recited Act in Execution) or the Major Part of them, to make ,.-„""* ^'J" 1 : fuch Orders, By-laws, and Ordinances from Time to Time, to bind all Perfons who are licenfed to keep o; i tn " //"" Hackney-Coaches, the Renter or Renters of fuch Licences, and Drivers of fuch Coaches, and to annex Ann. c. 23. fuch reafonable Penalties, as the faid Commiffioners in their Difcretion fhall think fit, fo as fuch Orders, nia y makeBj- By-laws, or Ordinances, be made agreeable to the true Intent and Meaning of this Act, and the former ^'I'^'J Acts concerning Hackney-Coaches, and be for the better putting in Execution thereof, and for the good e Jj & c e of ep ~ Government and regulating the Perfons licenfed to keep Coaches, and the Renters of fuch Licences, and Hackney. Drivers of fuch Coaches, and fo as they do not contain any Thing repugnant to the Laws of this Realm; Coaches, the faid By-laws to be approved and put in Execution, as in and by the faid recited Act is directed. II. And be it further enacted byj the Authority aforefaid, That if any Hackney-Coachman or Driver Penalty for re- fhall refufe to go at, or fhall exact more for his Hire than according to the faid recited Ait, or By-laws fufing 5° g0 at made purfuant thereto, fhall be limited and appointed, he fhall for every fuch Offence forfeit a Sum at the TorhLnhl "thin Difcretion of the Commiflionsrs authorized to put the faid Act in Execution, or the major Part of them, according to the not exceeding three Pounds nor under ten Shillings, the faid Offence or Offences to be determined, and ^id A&~- the faid Penalties and Forfeitures to be recovered, levied, and applied, as in and by the faid. recited Act is 9 Ann -- c - 13- directed concerning the forty Shillings Penalty for the Offences aforefaid. III. And be it further enacted by the Authority aforefaid, That from and after the faid twenty-fourth None but Per. Day of June, no Perfon or Perfons fhall prefume to ftand, ply, or drive for Hire, with any Coach what- fons licen,c & foever, Hearfe or Coach-Horfes, or fhall let to Hire any Mourning-Coach or Coach-Horfes, to wait or | ha " P'y> &Ci !n attend on any Funeral within the Cities of London and IVeflminfler, or Suburbs of the fame, or within the Forfeiture of -T Parifhes or Places comprized within the weekly Bills of Mortality, except fuch Perfon or Perfons who are or fhall be licenfed by the faid CommifTioners, purfuant to the before-mentioned Act, That every Per- fon and Perfons fo offending fhall for every fuch Oftence forfeit the Sum of five Pounds, the faid Offence to be determined, and the faid Penalty to be recovered, levied, and applied, as in and by the faid recited Act is directed concerning the Penalty for driving an Hackney-Coach for Hire without Licence within the Places aforefaid. ' IV. And whereas of late it has been the common Practice of Undertakers of Funerals to hire Gen- ' tlemens Coaches and Horfes of their Servants, without the Knowledge and Confent of their Mafters to • ' wait and attend on Funerals, to the Prejudice of the Owners of fuch Coaches and Horfes, and greatly to ' the Detriment of the Perfons licenfed to keep Coaches and Horfes to let to Hire within the Places afore- c faid : And whereas 'tis difficult to prove any fuch Hiring of fuch Perfons by the Undertakers, for that

'tis a Matter privately tranfacted between themfelves, and a certain common Price (known between the
