' been refufed to be made forth and allowed to the Merchants upon that Account only ;' Be it therefore enaded by the Authority aforefaid, That for all Tobaccoes exported from Scotland after the feven and twentieth Day of March one thoufand feven hundred and ten, and before the feventh Day of May next following, the Barons of the Exchequer in Scotland fhall caufe the Debentures to be made forth and al- lowed to the Merchants, according to the Law then in Force, before the feveri and twentieth Day of March one thoufand feven hundred and ten ; any Thing in the aforefaid Act to the contrary notwithftanding; ' VI. And whereas by an Act of Parliament made in the fifth Year of his prefent Majefty's Reign, in- tituled, An Ail for the Recovering the Credit of the Britifh FiJJjery in foreign Parts-; and for better fecuring the Duties on Salt ; It is enacted, That the Curers of Fifh fhall be allowed to import foreign Salt, or take from any Salt- Works or Salt-Pits any fuch Quantity of Britijh Salt, where the fame is allowed by Law for curing Fifh for Exportation, as they fhall think proper for curing Fifh for foreign Markets without paying any Duty to his Majefty for the fame, except the Cuftoms payable upon the Importa- tion thereof: And whereas the Refiners of Salt from Rock- Salt cannot have equal Benefit of the faid Aft with the Proprietors of other Salt, the faid Refiners being obliged to pay, or give Security to pay, the Duty before the Rock-Salt be removed from the Pits, and cannot draw it back, there being, no Pro- vifion made in what Manner the faid Duty fhall be drawn back ;' For Remedy whereof, Be it enaded by the Authority aforefaid, That from and after the five and twentieth Day of March one thoufand fevert hundred and twenty-two, it fhall and may be lawful for any Refiner of Rock-Salt to deliver in the Pre- fence of an Officer of the Salt Duties, to any Curer or Curers of Fifh, any i'uch Quantity of refined Salt,. where the fame is allowed by Law for curing Fifh for Exportation, as they fhall think proper for curing Fifh for foreign Markets; and the Collector of the Salt Duties fhall give a Certificate under his Hand,, expreffing the true Quantity delivered, and to whom, and whither to be carried ; and the Officer of the Place whither the fame fhall be carried for the Curing of Fifh for foreign Markets, fhall give a Certificate of the true Quantity brought thither, and lodged in a Warehoufe under the Lock and Key of the faid Officer, as well as the Proprietor of the faid Salt ; and if it fhall appear to be the full Quantity that was- firft delivered (making a reafonable Allowance for Wafte) fuch Certificate fhall be accepted by the Col- lector of the Duties on Salt at the Rock-Pits, towards difcharging the Security given for the Duty on the Rock Salt made Ufe of in making the faid refined Salt ; and that upon the warehoufing any fuch refined' Salt, or any other Salt delivered Duty-free, for the curing Fifh for foreign Markets, that has been brought by Sea in any Ship or VefTel whatfoever, the Mafter or his Mate, or the Boatfwain of fuch Ship- or Vefl'el, fhall make Oath before the Officer of the Salt Duties (who is hereby impowered to adminifter the fame) that all the Salt he took in or loaded at the Place of Loading (mentioning the Quantity) is truly delivered to be lodged in a Warehoufe under the Lock and Key of the Officer, and that there was- no Salt added to it or taken from it at fuch Place of Loading, or fince he came from it, to the beft of his Knowledge. and Belief, under the Penalty of forfeiting double the Value of the Salt that fhall be other- wife delivered, and ten Shillings per Bufhel ; and if it fhall happen that the VefTel on which fuch refined Salt as aforefaid is fhipped, fhall either perifh at Sea, or be taken by Enemies, with fuch Salt on board her, that in fuch Cafe any Merchant or Perfon, Owner of the faid Salt, fhall, upon Proof made before: the juftices of the Peace at the Quarter-Seffions held for the County, Riding, Divifion or Town, wherein he doth inhabit, of the Ldfs of fuch Salt fo fhipped, receive from the faid Seffions a Certificate that fuch Proof was made before them ; and upon producing the faid Certificate to the Collector of the Salt-Duties at the Rock-Pits, fuch Certificate fhall be accepted by fuch Collector, towards difcharging the Security given for the Duty on the Rock-Salt made Ufe of in making fuch refined Salt. CAP. XVII. An Act for more equal paying and better collecting certain fmall Sums therein mentioned for Relief of fhipwrecked Mariners, and diftreffed Perfons (his Majefty's Subjects) in the Kingdom of Portugal; and for other pious and charitable Purpofes ufually contributed to by the Merchants trading to Portugal. I. Wf H E R E A S it is juft and reafonable that all Britijh Merchants trading to Portugal, fhoirld pro- VV portionably contribute to the Relief of fhipwrecked Mariners, and other diftreffed Perfons, your Majefty's Subjects there, and to the other pious and charitable Purpofes herein after mentioned : And whereas it hath been ufual for the Conful General for the Time being, appointed for all Perfons trading, from the Kingdoms of Great Britain and Ireland, to the Kingdoms and Dominions of Portucal, or his Deputy Confuls, with the Majority of the Britijh Merchants and Factors there, to receive and recover (for the Purpofes aforefaid) from all Britijh Merchants and Fadors refiding in Portngal, and all others your Majefty's Subjects trading thither from any of your Majefty's Dominions, fo much Money as fhould not exceed four Re is per Mill Reis, upon the Valuation of their Goods in the Cuftomhoufe of Lijbon ; and for all Corn, Grain, Butter, and other Goods, which pay no Cuftom to the King of Por- tugal, fo much Money as fhould not exceed four Reis per Mill Reis, and what they fh >uld be valued_at, to be paid to fuch Treafurer as fhould be annually chofen by fuch Conful, and the Majority of the Bri- tijh Merchants and Factors, in the fame Manner as two Reis per Mill for Relief of fhipwrecked Plan- ners, and other diftreffed Perfons, ydur Majefty's Subjects, have been ufually colleded ; and that filch Treafurer fhould, out of the faid-Money, pay yearly to the Minifter refiding there, three hundred Mill Reis per Annum, for his Maintainance and Subfifter.ee, to pray, preach and exercife his Minifterial ' Function $
