T H E R E A S by an Act of Parliament made in the fourth and fifth Years of the Reign of their VV ' ate Majefties King William and Queen Mary, for encouraging the Greenland Fifhery, a Company was incorporated, excluftve of the re.lt of their then Majefties Subjects, and by the faid A£| it is enacted, That it mould be lawful for the faid Company, and for all and every the Ships and Veflels belonging thereto, or employed by the faid Company, truly belonging to England, Wales, or Town of Berwick upon Tweed, and whereof the Mafters ihould be Englifhmen, and inhabiting within the Places aforefaid, and for no other Ship or Vefiel whatfoever, from and after the firlt Day of May in the Year of our Lord one thoufand fix hundred and ninety-three, until the firft Day of Oclober in the Year of our Lord one thoufand feven hundred and feven, employed for catching of Whales in the Greenland Seas, duing fuch their Voyages, to be navigated with one Third of the Mariners Englijb at the lealt, and yet to pay no farther or other Cuftom for the Oil, Blubber or Fins, caught and imported in fuch Ships or Veflels, than if fuch Ships or VefTels had been navigated with three Fourths of the Mariners Englifh : And whereas by an Act of Parliament made in the ninth and tenth Years of the Reign of his faid late Majefty King William the Third, intituled, An Ail for taking away half the Duties impofed on Glafs Wares, and the whole Duties lately laid on Stone and Earthen I fares, and Tobacco Pipes, and for grant- ing (in Lieu thereof) new Duties upon Whale-Fins and Scotch Linen, it is amongft other Things enacted, 7 hat from and after the tenth Day of July one thoufand fix hundred and ninety-eight, there Ihould be anfwered and paid to his Majefty, his Heirs and Succeflbrs, for and upon all Whale-Fins, that fhould be taken, caught and imported, in and by any Ships or Veflels whatfoever, of or belonging to the Com- pany eftablilhed for the Greenland Trade, the Sum of three Pence for every Pound Weight thereof, and after that Rate for a greater or lefler Quantity ; and for all Whale-Fins, which are or fhall be taken, caught or imported by Foreigners, or by any Ships or Veflels not belonging to the faid Company, the Sum of fix Pence for every Pound Weight thereof, and after that Rate for a greater or lefler Quantity: And whereas by an Act made in the firft Year of her late Majefty Queen Anne, of glorious Memory, intituled, An A£i for enlarging and encouraging the Greenland Trade, it is amongft other Things enacted, That from and alter the firft Day of May in the Year of our Lord one thoufand feven hundred and two, it fhould and might be lawful for any of her Majefty's Subjects whatfoever, that would adventure to Greenland for fifhing of Whales, to have and enjoy all the Privileges that were granted to the faid Com- pany by the aforefaid Act of Parliament, and Ihould not pay any further or other Duty, than if they had been of the faid Greenland Company ; and that no Harpineer or other Foreigners, that were per- mitted by the faid Act for carrying on the faid Fifhery, fhould be imprefted for her Majefty's Service : And whereas by one other Act of Parliament made in the faid firft Year of her faid late Majefty Queen Anne, the faid Duty of three Pence per Pound on Whale-Fins caught as aforefaid, is continued, and fmce made payable to her faid Majefty, her Heirs and Succeflbrs for ever, for the Purpofes in the fame Act prefcribed and directed, fubject to fuch Provifoes and Powers of Redemption, as are in and by the faid Act contained and prefcribed, of and concerning the fame, as by the faid feveral Acts, Relation being had to them refpectively, more at large may appear : And whereas notwithstanding the great Pri- vileges granted by the feveral Acts of Parliament aforefaid, the fifhing in the Greenland Seas hath been entirely neglected by his Majefty's Subjects, and is like to continue fo, as long as the Duty aforefaid is payable upon Whale-Fins taken and caught in the faid Seas, by Ships belonging to his Majefty's Subjects ; and in regard that the permitting his Majefty's Subjects to import Oil, Blubber and Whale- Fins, taken and caught in the faid Seas, without paying any Duties for the fame for a competent Time, may very much contribute to the regaining the faid Greenland Trade, and will encourage the Naviga- tion, and promote the Confumption of the Manufactures of this Kingdom :' Wherefore may it pieafe your Majefty, that it may be enacted, &c. 6 Geo. 2. e. 33.
