III. For every Piece of Vellum, Parchment or Paper, upon which any Entry of any Action in the Entry of Aftior*. And be it further enacted by the Authority aforefaid, That for the better and more effectual levying, collecting and paying the faid Duties hereby granted, the fame fhall be under, the Direction, Government, To be under the Care and Management of the Commifjioners for the Time being, appointed to manage the Duties payable Management uf to his Majefly, his Heirs and Succeffors, and charged on Stampt Vellum, Parchment and Paper, by former the c °n>mifiio- . Acts of Parliament in that Behalf made, who, or the major Part of them, are hereby required and impow- ners °' Stan, P s - ered to employ the neceflary Officers under them for that Purpofe, and to ule fuch Lies and Stamps to de- note the Stamp-Duties Hereby charged as they fhall fee proper, and to repair the fame, from Time to Time, as there fhall be Need or Occafion, and to do all other Acts, Matters and Things, neceflary to be By them done for the putting this Act in Execution with Relation to the faid Duties hereby granted. V. And it is hereby enacted by the Authority aforefaid, That it fhall and may be lawful to and for the Salaries, &c. to> faid Commiffioners, or the major Part of them for the Time being, out of the Duties anting by this Act, be paid out of to caufe fuch Sum and Sums of Money to be expended and paid, from Time to Time, for Salaries and l "e Duties. . other incident Charges, as fhall be neceflary in and for the recovering, receiving, collecting, levying, di- ftributing and managing of the fame Duties by this Aft granted, during the Continuance of the faid Term ; any Thing herein contained to the contrary notwithstanding. . VI. And it is hereby further enacted by the Authority aforefaid, That from and after the faid fecond Day Allowance of Augujl which fhall be in the Year of our Lord one thoufand (even hundred and twenty-fix, every Perfon where the Duties* who fhall at one Time bring to be ftamped, or buy of the faid Commiffioners Paper or Parchment, the amouat to ioi. . faid Duties whereof fhall amount to ten Pounds or upwards, fhall be allowed after the Rate of fix Pounds in the hundred Pounds per Annum for fix Months,. upon the prcfent Payment of the faid Duties at the Head (Office in- Londin or Weftminfier, and not otherwife, . nor any other Allowance : And the faid Commiffioners are hereby impowered to truft and give credit to the feveral Difti ibutors of Stampt Vellum, Parchment and Paper, with thefe. Duties, in the fame Manner, and upon the like Condition and Terms, as they intruft fuch Diftributors with the other Duties under their Care. VII. Provided always, and it is hereby further enacted, That none of the Rates, Impofitions or Sums of jr R ates v/ficre Money before in this Act exprefled, fhall be raifed, levied,, colleifted and paid, or payable by Virtue of Perrons fue in this A <ft, by any Perfon or Perfons that fhall be admitted to fue or defend in forma Pauperis* Forma Pauperis. VIII. And it is hereby further enacted, That all Vellum, Parchment and Paper, charged by this Act with - any of the Stamp-Duties hereby granted, .which hath been or fhall (before the faid fecond Day of Auguji) be ftamped or marked, in Purfuance of the former Acts of Parliament relating to his ■ Majeity's Stamp- p af er,Src. (lamp- Duties, or any of them, fhall before any of the Matters or Things (inrefpect whereof any Duty-is hereby ed with former made payable) be written or ingrofled thereupon (fuch writing or ingroffing being at any Time after the Stam P s ta be faid fecond Day of Augujl, and within the Term of the Continuance of this Act) be brought to the Head ^™ u s ht £ ° tn «  Office for Stamping or marking of Vellum, Parchment and Paper, to be ftamped or marked with another Damped with Mark or Stamp,. over and befides the Marks or Stamps put or to be put. thereupon in Purfuance of the faid another Mark... former Acts, or any of them ; and that all Vellum, Parchment and Paper, which hath not been or fhall not b fore the faid fecond Day of Augujl be ftamped or marked in Purfuance of the faid former Acts, or any of them, fhall (before any the Matters or Things, in refpetft whereof any Stamp-Duty is payable here- by, and by the faid former A£ts, or any of them, fhall be thereupon written or ingrofled, fuch writing or ingroffing being after the faid fecond Day of Auguji, and within the faid Term and the Continuance of this Act) be brought to the faid Head Office, and there marked and ftamped with the proper Marks or Stamps, provided, ufed or appointed, or to be provided or appointed in Purfuance of this Act, and of the faid for- mer Acts of Parliament, to denote the refpective Duties hereby and thereby refpectively charged there- - upon ; and if any of the faid Matters and Things fo to be ingrofled and written as aforefaid, fhall during p e a i tvr f ,. the Term laft mentioned be ingrofled or written, contrary to the true Intent and Meaning hereof, upon Writine without ; Vellum, Parchment or Paper, not appearing to have been duly marked or ftamped according to "this Act, the Stamps, &c . that then and in every fuch Cafe there fhall be due, anfwered and paid (over and above the Stamp-Duties payable hereby, and by the faid former Acts, or any of them) for every fuch Matter and Thing refpec- tively the Sum of five Pounds, and that no fuch Matter or Thing fhall be available in Lav/ or Equity, or be given in Evidence, or admitted in any Court, unlefs as well the faid Duty hereby charged in refpect thereof, as the faid Sum of five Pounds, fhall be fiift paid to the Receiver General for the Time being of the Stamp-Duties, or his Deputy or Clerk, and until the Vellum, Parchment and Paper, upon which fuch Matter or Thing is fo written or ingrofled, fhall be marked or ftamped, according to the Tenor and true Meaning hereof: And the faid Receiver General, and his Deputy or Clerk, are hereby enjoined and re- quired, upon Payment or Tender of the faid Duties, and of the faid Sum of five Pounds, and fuch other Sums as by the faid former Acts are payable. in that Behalf, to give a Receipt for fuch Monies; and the Other proper Officers are thereupon required to mark or fjamp fuch Matters or Things with the proper Marks
