The .Alder- man of the Ward, S-c, appoint Col- lectors. to and how to account, can be properly charged, according to the Difcretion of the Alderman, Deputy, and majority of the Common Councilmen of each Ward, within which fuch void Grounds and Places are fituate and com- prifed as aforefaid, Regard being by them always had to the Number of Lamps neceffary for the due lighting of the fame ; and in cafe the faid Chamberlain (hall think the faid City aggrieved by fuch Tax or Afleffment, he (hall and may in Behalf of the faid City within the Space of twenty Days after fuch Tax or Affeffmcnt (hall be laid, appeal to the Court of Lord Mayor and Aldermen as aforefaid, whofe Determination (hall be final. VIII. And to the end that the feveral Rates and A(Te(Tments herein before-mentioned may be fully and compleatly railed and paid for the Purpofes aforefaid without Expence, Fee or Reward, Be it further enacted by the Authority aforefaid, That it (hall and may be lawful for each Alderman in his Ward, by and with the Advice and Confent of his Deputy and Common Councilmen, or the majority of them, immediately to nominate, elect and impower two or more fubftantial and refponfible Inhabi- tants of and belonging to each Ward, to a(k, collect and receive the feveral Rates or AffelTments herein before granted and made payable by each Inhabitant of fuch Wards as aforefaid, which Collectors (hall continue in that Office until new ones (hall be chofen in the Wardmote, which (hall be held for the Choice of other Ward Officers on or near Saint TJjomas's Day next enfuing Collectors when fuch Nomination and Appointment; at which Time the faid Collectors firft chofen (hall and they are hereby required to bring in their Accounts to the Alderman of the faid Ward at the Ward- mote, in which they (hall fpecify and exprefs the feveral Sums of Money by them received, and give in a Lift of fuch Perfons as (hall have neglected or refufed to pay the Rates and Affeffments lb laid on them as aforefaid, that the fame may be recovered and levied in fuch Manner as is herein atter-meritioned. IX. And to the Intent that there may never be wanting a fufficient Number of Perfons duly qualified to collect the Rates and AfTeffments hereby granted and made payable, Be it further enacted by the Authority aforefaid, That the Deputy and Common Councilmen of each Ward (hall at each Ward- mote to be held upon or near Saint Thomas's Day for the Choice of Ward Officers, return the Names and Places of Abode of fix or more fubftantial Inhabitants of each Ward, out of which two or more (according to the Extent of the Ward) (hall be chofen and appointed at the faid Wardmote to be Collectors for the Year enfuing, and be there fwom to the true and faithful Execution of their Office before the prefiding Officer at the Wardmote, who is hereby impowered to adminifter the faid Oath ; and in cafe any Perfon or Perfons fo chofen (hall neglect or refufe to take upon him or them the faid Office, or duly to execute the fame according to the true Intent and Meaning of this Act, he or they (hall refpectively forfeit and pay the Sum of ten Pounds, and (till continue liable to be chofen into the faid Office again the Year following ; and in cafe of his or their Refufal, (hall be again liable to the like Penalty, and fo toties quoties. X. And to the Intent that refponfible Perfons may be chofen and appointed Collectors in each Ward, be it further enacted by the Authority aforefaid, That in cafe any Collector or Collectors, Receiver or Receivers of the faid Rates and AffelTments, (hall imbezil, make away with, detain or mifapply any Sum or Sums of Money fo collected by him or them for the Ufes aforefaid, the fame lhall be again rated and laid on the Inhabitants of each Ward, and collected and levied by a Reaffeffment on all the Inha- bitants, in Proportion to what they had or ought to have paid. XI. And it is hereby further enacted by the Authority aforefaid, That in cafe any Inhabitant of the faid City of London, or any other Perfon or Perfons hereby intended to be charged and rated towards de- fraying the Expence of lighting the faid City as aforefaid, lhall neglect or retufe to pay and difcharge fuch Rates and AffelTments, as he, (he or they lhall be charged with, according to the true Intent and Meaning of this Act, after fuch Rates and Affeffments (hall refpectively be demanded, that then and fo often it (hall and may be lawful to and for the faid Collector or Collectors, Receiver or Receivers, and every or any of them, by Warrant obtained under the Hand and Seal of the Lord Mayor of the faid City for the time being, or of the Alderman of the Ward where fuch Perfon or Perfons fo neglecting or refuting to pay (hall inhabit or be chargeable (which Warrant the faid Lord Mayor or fuch Alderman is hereby authorized and required to grant) to take and diftrain the Goods and Chatties of fuch Perfon or Perfons fo neglecting or refuting, and the fame to fell, rendering the Overplus, if any fuch (hail be, after having deducted the reafonable Charges of fuch Difcrefs, to the Owner or fuch Goods and Chatties de- manding the fame. XII. And be it further enacted by the Authority aforefaid, That every Collector or Collectors of the Rates and Affeffments aforefaid lhall collect the fame Half-yearly, and pay the Money into the Chamber of the City of London, as he or they lhall receive the fame, in fuch Manner that fuch Collector or Col- lectors lhall never have a Sum exceeding fifty Pounds fo collected at one Time in his or their Hands by the Space of ten Days ; and if fuch Collector or Collectors (hall keep and retain in his and their Hands more than the faid Sum of fifty Pounds longer than ten Days, he and they (hah refpectively forfeit the Sum of five Pounds for every fuch Offence (which faid Penalty lhall be recovered and levied as any other Penalty is hereby directed to be recovered and levied) and on Payment of every fuch Sum of Mo- ney into the Chamber of the faid City of London fuch Collector or Collectors lhall take a Receipt for the fame from the faid Chamberlain or one of his Clerks, in which Receipt lhall be fpecified and ex- preffed the Name of fuch Collector and Collectors, the Sum paid, and the Name of the Ward wherein the Money hath been collected ; and the Chamberlain of the faid City of London for the time being, or fuch of his Clciks as (hall be by him for that Purpofe appointed, lhall be obliged, and he and they is and are hereby required to give fuch Receipt without Fee or Reward ; and fuch Receipts (hall by the Col- lector and Collectors be produced to the Alderman of the Ward at the Time he fe.tles and adjufts his yearly The Deputy and Common Councilmen to return fix In- habitants, out of which the Collectors are to be chofen. lol.
