The fame to be meafuied, and how. renaMfes. CAP. XXVIII. An Aft for the better regulating the Manufacture of narrow Woollen Cloths in the Weft Riding of the County of Tork. ' TT7HEREAS it hath been found by Experience, that the Laws now in being, concerning the ' W making and manufacturing of narrow Woollen Cloth in the Weft Riding of the County of Tort, ' have hitherto proved ineffectual to reftrain and prevent the Deceits, Frauds and Abufes which are ' ufed and practifed in the making and working the faid Cloth, particularly in ftretching and (training ' the faid Cloth ; which ill Practices tend very much to the difcrediting the faid Manufacture both at ' Home and in Parts beyond the Seas ;' For Remedy whereof, be it enacted by the King's moft Ex- cellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Com- mons, in this prefent Parliament affembled, and by the Authority of the fame, That from and after the firft Day of Augufl, which (hall be in the Year of our Lord one thoufand feven hundred and thirty- eight, every Maker of Narrow Woollen Cloth within the Wefl Riding of the faid County of York, (hall weave or fet in the Head of every Piece of Narrow Woollen Cloth by him to be made (except White Kerfeys, and Cloths called Half Thick;) the initial Letters of his Chriftian and Surname ; and that every Piece of Narrow Woollen Cloth made, milled or expofed to Sale in the faid Weft Riding of the faid County (except as before excepted) fhall be meafured at the Fulling-mill, when it is fully wet, and before it is carried from the faid Mill, both by the Mill -Man, or Owner or Occupier of the faid Mill, and by the Searcher (to be appointed as herein after is mentioned) who (hall meafure the fame down the Middle of each Cloth for the Length, and within the Lifts for the Breadth thereof; and every fuch Mill-man, or Owner or Occupier of every fuch Fulling-mill, (hall affix or caufe to be affixed at one End of every fuch Cloth, before it (hall be carried from the Mill, a Seal of Lead, to be fur- nifhed by the Clothier ; and the faid Mill-man, or Owner or Occupier of every fuch Fulling-mill, (hall rivet the fame on every fuch Cloth, and (hall ftamp his own Name in plain Words at Length thereupon, and (hall likewife ftamp the Length and Breadth of every fuch Cloth in plain and legi- ble Figures upon the fame Seal of Lead ; and every fuch Searcher (hall alfo affix a Seal of Lead at the other End, whereon he (hall ftamp his Name, and the Length and Breadth of the Cloth in plain Words and Figures, and in the fame Manner as the faid Mill-Man is hereby directed and required to feal and ftamp the fame ; and the faid Mill-Man, or Owner or Occupier of every fuch Fulling- mill, and alfo every fuch Searcher, (hall reflectively keep Books, wherein they (hall enter in plain and legible Words and Figures the Day and Year when every fuch Piece of Cloth is or (hall be fulled or milled, and alfo the Name and Place of Abode of the Owner of every fuch Piece of Cloth, and the Length and Breadth thereof. II. And be it further enacted by the Authority aforefaid, That from and after the firft Day of Auguft one thoufand feven hundred and thirty-eight, if any Maker of any fuch Cloth (hall refufe or neglect to weave or fet the initial Letters of his Chriftian and Surname in the Head of each Cloth fo by him i made ; or if any Mill-man, or Owner or Occupier of any fuch Fulling-mill, or any fuch Searcher, (hall I refufe cr neglect to fix fuch Seals at the End of every Piece of fuch Cloth, before it (hall be carried i from the Mill, in the Manner and with fuch Stamp or Impreflion, as is before directed; or (hall neg- lect or refufe to make fuch Entries in Books to be kept by them refpectively for that Purpofe, as are herein before directed ; or (hall refufe to permit and fuffer any Buyer to infpect fuch Entries, when thereunto reafonably required ; every Perfon or Perfons fo offending (hall, for every fuch Ne- glect or Offence, forfeit the feveral Sums herein after-mentioned ; that is to fay, Every Maker of fuch Cloth
