An Aft for enlarging- the Time granted by an Aft patted in the third Year of the Reign of ■ his late Majefty King George, intituled, An Act for enlarging the Time granted by an Att, paffed in the eighth Tear of the Reign of her late Majefty Queen Anne, intituled, An Act for making a convenient Dock or Bafon at Liverpool, for the Security of all Ships trading to and from the faid Port of Liverpool ; and for enlarging the fame, by making an addi- tional Dock, and building a .Pier in the open Harbour there; and for enlightening the' faid Dock, P R. WHEREAS by an Act made and paffed in the eighth Year of the Reign of her late Mujeftyp.-eamMe, rr- Queen Anne, intituled, An Aft for making a convenient Dock or Bafon at Liverpool, for the Sccu- citing the Act rhy of all Ships trading to and from the faid Port of Liverpool, the Mayor, Aldermen, Bailiffs,, and 3Annc » c - >-• Common Council of the Borough of Liverpool, were impowered to make a wet Dock, or Bafon, with Wharfs, Sluices, and Canals, in and upon a certain Piece or Parcel of Ground in the faid Act men- tioned, which had been appointed and fet apart by an Order of the faid Common Council for that Purpofe, and certain Rates, Tonnage, Keelage, and Duties .upon , all Ships, Veffels, Barks, or Lighters (except the Queen's Ships of War and others employed in her then Majefty's Service) tra- ding or coming into or out of the faid Port of Liverpool with any Goods or Merchandife, were by the faid Act granted or directed to be levied and paid to the faid Mayor, Aldermen, Bailiffs, and Com- mon Council for the time being, and their Succeffors, or to their Collectors or Deputies, to be from time to time appointed, for the Term of twenty-one Years, from the twenty-fourth Day of June one thoufand feven hundred and ten, and to be applied for the building and repairing the faid new Dock, or Bafon, and other Works in and about the fame, and for fecuring, preferving, amending, and maintaining the faid Dock or Bafon, and Harbour of Liverpool, and to no other Ufe or Purpofe whatfoever ; and the faid Mayor, Aldermen, Bailiffs, and Common Council for the time being, and their Succeffors, were thereby impowered, by Indenture under, their Common Seal, to convey or affure the Duties granted by the faid Act, as a Security for any Sum or Sums of Money by them to be borrowed for. the Ends and Purpofes of the faid Act,, to any Perfon or Perfons that (hould advance fuch Sum or Sums of Money upon fuch Security, which Money fo to be borrowed was thereby direct- ed to be employed for and towards the building and erecting the faid Dock or Bafon, and other Works for the fecuring, preferving and amending the faid Dock or Bafon ; but the Duties granted by the faid Aft (hould not be at any Time conveyed and made a Security, for or charged with any greater or farther Sum than fix thoufand Pounds: Ar.d it was by the faid Act further enacted, That from and after the faid Term of twenty-one Years, and fo long, as the faid Dock or Bafon and otftec Works (hould be continued or kept up, there (hould be paid to the faid Mayor, Aldermen, Bailiffs, and Common Council for the time being, and their Succeffors, not exceeding one fourth Part of the Rates and Duties therein mentioned, to be collected, levied, paid, and accounted for, in the fame Manner, and under the Penalties and Forfeitures therein alfo mentioned and provided, for the col- lecting, levying, paying, and accounting for the Rates and Duties firft mentioned in the faid A& ; and it was alfo thereby enacted, That there fhould be nine Commiffioners to infpeit the Accounts of all the Collections, Receipts and Disburfements of all fuch Monies, as (hould be collected and levied by virtue of the faid A<t, whereof three were to be nominated yearly by the Mayor, Aldermen, Bai- liffs, and Common Council of the faid Borough of Liverpool, in Common Council aflembled, other threeto be in like Manner nominated and appointed by Juitices of the Peace for the County of 'Lan ■ cafter at the Selfions held at Ormesiirk, and other three to be in like Manner nominated by the Juftfces of Peace for the County Palatine of Ghejier, at their fcveral and relpective Seffions held yearly after Ec.jler ; which faid Commiffioners fo nominated, or any five of them, were therebv authorized, from time to time, giving due Notice, to call before them the Collectors, Receivers and others, who had been or fhould be intruded with the Receipt, Collection, and Employment of the Monies received and collected in purfuance of the faid Act, who fhould be required to render fuch Accounts to the faid ■» Commiffioners, or any five of them ; and the faid Commiifioners were thereby impowered to order and appoint all fuch Monies which (hould reft clue on fuch Account, to be laid out and expended to and for the Ufes and Purpofes in the faid Act mentioned, and to and for no other Ufe whatfoever : And whereas by another Act of Parliament made and paffed in the third Year of the Reign ■ of his 5 Geo. >.. uax late Majefty King Gegrge the Firft, for enlarging the Time granted by the faid Act palled in the printed, eighth Year of the E.eign of her faid late Majefty Queen Anne, all and every the Sum and Sums of Money, Rates, Tonnage, Keelage, and Duties granted and directed to be levied by the (aid firft re- cited Acft; and all the Claufes, Powers, Provifions, Penalties, Forfeitures, and Exceptions therein mentioned, concerning the Collection and Payment of the faid Duties, and Management of the faid Dock or Bafon, and other Works, were continued and enacted, and declared to be in Force, from and after the Expiration of the faid Term of twenty-one Years (for which the fame were granted by the faid former Acft) for and during, and unto the full End and Term of fourteen Years from thence next enfuing, and fully to be compleat and ended ; and it was by the faid Act of the third Year of his faid late Majefty's Reign enacted, That all and every Sum and Sums of Money to be cjl!.e,it:d and received by virtue of the faid laft-mentioned Act, and the faid former Act, fhould rx appropriated Vol. VI.
